Job Description:
The selected candidate will serve as a Program/Process Business Analyst (emphasis on Technical Writing and Facilitation) and will report to the Program/Project Manager. The candidate will work closely with the five branches within the Office of Transportation data which also includes a GIS Analysis and Mapping Branch.

The initial assignment will be to gather current and future business processes, diagram the processes and then help the department reengineer their processes and create how-to documentation. The candidate will be responsible for facilitating sessions to ensure understanding of the business requirements and to provide documentation of such.

Core functions will also include;
- Assisting to gather requirements from business personnel through interviews and facilitated group sessions
- Writing and/or editing technical documents
- Following a project schedule assigned by the responsible Project Manager
- Reporting status to the responsible Project Manager and the customer verbally and in writing
- Fostering a strong working relationship and communication level with assigned project teams, including Outside Consultants, OTD management, program staff and other various stakeholders in local and state government.
-Develops detailed business user requirements, system documentation, workflow procedures.

Required Skills:
- Undergraduate degree from an accredited college or university in a relevant field, such as English, communications, business administration, information technology, public administration, or life sciences.
- 5+ years experience developing an online help system / documentation tool, such as RoboHelp required.
- 3+ years experience with website creation and management tools, such as RoboHelp or Dreamweaver preferred.
- 5+ years developing documentation in a technical environment (IT preferred).
- 5+ years of hands on experience facilitating user requirements sessions.
- 5+ years using MS Word (Advanced skill).
- 5+ years using MS PowerPoint (Advanced skill).
- 5+ years using MS VISO (Advanced skill).
- 3+ years using MS Access (Advanced skill).
- 3+ years using ArcGIS 8.x (all desktop modules and levels).


Further, the selected candidate will possess the following experience, characteristics, and skills:
- Experience working on multiple projects on tight timeframes with multiple stakeholders.
- Ability to be a self-starter and work independently.
- Outstanding technical writing skills.
- Superior command of English syntax, grammar, punctuation, and spelling.
- Keen attention to detail.
- Ability to quickly understand and translate business needs as expressed by stakeholders.
- Ability to quickly learn and communicate new technologies and requirements to technical, non-technical, and management audiences.
- Excellent team skills and capabilities.
- Ability to accept direction, editing, and constructive criticism of work products.
- Must be logical, analytical, and detail-oriented.
- Must have working familiarity with ArcObjects, Web based GIS applications and Linear referencing.

Preferred Skills: - Familiarity with GDOT terminology
