We are in need of a Project Manager with a consulting background within a Big5 firm.

Title: Project Manager

Project Description:

Build a work breakdown structure that defines the tasks and activities necessary to address the issues in changing from the current cost center model for the IT Division to the Service Provider General Contractor model. Specifically responsive to the model described in the IT Governance Constitution, described below:

Manage IT as a business, IT manages IT as a business. IT assets and associated processes are managed as an investment portfolio, adopting new solutions when cost effective and retiring existing technology that is no longer cost effective or risk acceptable. Benchmarks infrastructure component Total Cost of Ownership (TCO) against the industry to enable IT to minimize costs.

Implications:

1. Organizational responsibilities and formal processes for reviewing, managing, and maintaining the portfolio are clearly defined.
2. Organizational responsibilities and formal processes for budgeting, cost and benefit tracking, and cost and benefit justification are clearly defined.
3. Organizational responsibilities and formal processes for service delivery financial management are clearly defined. This includes the identification and allocation of costs.
4. Organizational responsibilities and formal processes for IT contractor management are clearly defined.
5. A dynamic change management process includes the following stages: emerging, adopted/standard, reject, exception, retired/sunset, and grandfathered.
6. A TCO model is established. The model includes: capital costs, technical support, administration and end-user operations.
7. Organizational responsibilities are defined for determining which infrastructure components are subject to the TCO model.
8. Product Management and Procurement decisions are influenced by industry benchmarks for TCO.

Manage the work effort to:

Identify Accounting systems requirements/capabilities to support
Direct Billing process
Cost Allocation billing
Definition of the basis and pool for cost collection
Definition of the basis and pool for cost allocation
Definition of both the Statistical and Dollar units of measure
Integrate the Web Time Sheet efforts to support the time and expense component of billing/charge-out.
Identify a catalog of IT Services to be priced and made available to for deployment asbest-in-class, cost-competitive services
Account for the integration of the Sourcing Strategy to create in-house ownership/support of strategic IT capabilities
Implement the Fee for Service model

Required Skills:

IT organization, change management skills. Knowledge of shared service concepts of organization, pricing, execution.

Financial Management skills sound understanding of accounting and financial analysis, with particular focus on a shared service environment.

Experience Required:

7-10 years of experience in change management/process design/organizational design/shared service design

Desired Skills:

- Specific Knowledge of PeopleSoft financials and the internal cost allocation methodology

- Chart of accounts and account code structure development experience
