(Financial Systems Manager for Training and End User Support

The Controller’s Office Accounting Operation and Systems Division (AOSD) has an opening for a permanent 0923 Financial Systems Manager for Training and End User Support. 

 

Under general direction this position manages end user support, vendor and security controls for the Controller's core financial systems, FAMIS which includes FAMIS Accounting, FAMIS Purchasing, and Fixed Assets, and EIS, a data warehouse and reporting environment. Responsibilities include but are not limited to: planning & coordinating the budget for this support, managing licensing and support agreements for FAMIS, supervising subordinate staff; managing the central vendor file, security and system internal control mechanisms; managing user roll-out and training of  Web-GUI (Graphical User Interface) for FAMIS (Financial Accounting Management Information System), the Controller's citywide financial system.  The Web-GUI application is designed to provide Internet access to FAMIS, a mainframe, Cobol system, without modification to the core system. The incumbent receives broad policy guidance and then is responsible for organizing and carrying out all features of the work with a high degree of independence; establishing, maintaining and fostering harmonious working relationships with those contacted in the course of work; and effectively managing the stress of last minute projects so that others in the city are not negatively impacted; and other duties as assigned. This position may require working out of the normal schedule and hours and overtime work may be required.

 

Principal Job Duties:

 

·         Manages and coordinates the on-line user support, training and documentation programs for FAMIS, including FAMIS-Accounting, Purchasing (ADPICS) Fixed Assets (FAACS) and Budget System for all city departments.

·         Manages end user roll-out and ongoing end user support training of FAMIS Web-GUI, and EIS, the Controller’s data warehouse, reporting and analytical environment.  

·         Manages and coordinates the development of procedures and standards documentation for FAMIS system operations consistent with Controller’s System and Operational policies;

·         Manages staff providing and delivering on-line support, and training functions for the Controller’s citywide financial and accounting systems and coordinates closely with teams supporting the purchasing (ADPICS) and budget (BPREP) systems;

·         Manages and coordinates work with DTIS, outside contractors and others developing end-user support and training tools for FAMIS.  This may include written, audio and computer based tools.

·         Manages FAMIS System Security including on-line user security, approval path and control tables so they are properly set-up, monitored and controlled to maintain system integrity and to meet the operational standards of management, internal controls, and security standards.

·         Manages the central vendor file reporting to monitor and ensure data integrity, security, and to ensure that the City can meet local, state and federal rules and guidelines for reporting this financial activity.

·         Works closely with other managers in the Controller’s the Systems Unit, particularly the Reporting Manager, as well as Operations staff and other City managers to ensure that FAMIS and FAACS processes and procedures meet government accounting standards and requirements;

·         Develops, manages and coordinates programs and material to train other city departments on  standards and controls for defining and recording capital project activity in compliance with General Accounting Standards Board (GASB) pronouncements;

·         Assists in testing systems enhancements and modifications.

 

 

MINIMUM QUALIFICATIONS

 

Possession of a Baccalaureate degree from an accredited college or university with major coursework in accounting, information technology or closely related field; AND 

     

Six (6) years of progressively responsible and complex experience supporting complex financial systems. This must include systems analysis, end user support, training, testing, and documentation. This experience must include four (4) years of managing (including planning, assigning, directing and reviewing work processes and products of staff)  systems support staff, expert users, or IT professionals.  At least  four (4) years management experience, preferably in a government environment.

 

DESIRABLE QUALIFICATIONS

 

·         Strong management skills in a government environment

·         Experience with legacy systems, preferably financial and accounting systems

·         Strong analytical, planning and organizational skills and abilities

·         Ability to simultaneously manage multiple projects from design through implementation

·         Knowledge of Governmental Accounting and Financial Reporting Standards.

·         Knowledge of the laws, rules and regulations governing the financial reporting functions and requirements of the City and County of San Francisco

·         Ability to deal tactfully and develop effective working relationships with City, state and federal representatives and officials, department managers and staff, and the general public

·         Ability to make effective presentations to multiple audiences on complex financial issues

·         Experience in managing contracts, writing and evaluating Requests for Proposals for auditing and accounting services
