ENGINEER MANAGER
CDI ENGINEERING SOLUTIONS AN IMMEDIATE OPENING FOR THE FOLLOWING POSITION TO BE LOCATED AT OUR CLIENT SITE IN ANCHORAGE.

Engineer Manager

Reports to the Manager of Engineering, Projects Directorate, for all Engineering aspects of projects and will usually be the Engineering Authority. Responsible for management of engineering contractors and provides link to project managers for Technical Integrity and conformance with Engineering Standards. This role is responsible for ensuring and setting up the technical assurance activities around the project scope, budget, schedule and HSSE to meet the agreed Life Cycle, Business, and Operability targets agreed with the Project Managers. This position is accountable for ensuring processes and systems are in place for the identification and management of engineering risks via safety critical design measures starting in the early phase of projects and completing with hand over to operations.
Responsibilities
The duties and responsibilities for this role are as follows:
. Participates in populating the project team, including BP staff and contractor staff. Typically oversees Discipline Project Engineers.
. Leads and directs selection of contractors and contractor personnel providing engineering or technical services to the project. Monitors their performance, identifies risks and gaps, and manage contractors to ensure conformance with standards and takes corrective actions as required.
. Interface with project peers (eg installation/fabrication, wells/sub-sea, pipelines, operations, surface facilities, drill rig) and partners to coordinate activities.
. Play a significant role in the development of the budget and the monitoring and control of project schedules and progress.
. Ensures the Design Philosophies, Statement of Requirements, and Basis of Design are developed and adequately capture and satisfy process safety, and reliable and efficient operations goals while meeting the optimal business case. Support fabrication by resolving technical queries; act as approval point for specification deviations.
. Ensure delivery of the project according to HSSE and regulatory requirements (eg USCG, MMS, ABS, EPA) for Federal, State and local jurisdictional authorities.
. Ensures that project specific quality/integrity/engineering management plans are developed and consistent with Group Integrity Management Standard. Ensures engineering by the contractor(s) is executed and quality assurance verified to these plans.
. Define and ensure project quality by maintaining alignment with quality standards.
. Plan for and mitigate delivery risks as well as operational and implementation risks.
. Ensures a life cycle design basis model is developed and used in deciding amongst alternative concepts/designs including end of life decommissioning.
. Provide engineering input to the overall project execution plan that includes engineering design implementation philosophy, life cycle design basis, technology selection, supplier quality, design reviews, risk mitigation approach, staffing, procurement, contracting strategy, and construction support.
. Identifies required and applicable site technical practices, verifies BP requirements are being implemented, deviations are MoC controlled, and appropriate regulations and industry standards are considered and adhered to.
. Identifies project specific BP technical reviews required for the project and verifies performance and compliance through monitoring against respective roles and responsibilities.
. Consults with SPU EA/TA when revisions and amendments are required. Has recourse to PD EM, SPU EA, and Segment Head of Disciple if he/she believes that engineering issues are not being satisfactorily resolved within the project(s).
. Acts as the Contract Accountable Manager (CAM) for all engineering deliverables.
. Establishes design/peer reviews and VIPs as appropriate for projects at the correct time in the project cycle/stage, eg, HAZOP, PHSSER, and other technical reviews including turn-over to operations at the completion of the project. Verifies the adequacy of the reviews, and assures the involvement of appropriate personnel and closure of all items identified.
. Ensures implementation and management of a design freeze process which includes timely input from field operations groups.
. Verifies that adequate Management of Change (MoC) procedures are in place to manage specification deviations, changes in design, construction, commissioning, installation, and personnel.
. Ensures an auditable Project Documentation and Data Management Plan is developed, and implements throughout each project.
