BASIC FUNCTION:
This position is responsible for implementation and oversight of standards, tools, processes and procedures for application development across multiple projects within the Corporate Governance Program. Responsible for coordination and planning related to application development between teams. Establishing direction, standards and procedures for software development, maintenance and enhancement. Overseeing the development of application systems within a large, multi-project, multi-platform environment. Multiple software development, maintenance and support efforts on multiple projects, Multiple concurrent development and support teams in local and remote sites, Developing approaches, and procedures for application development, enhancements and product evolution. Planning and implementing Program Level common services and managing common service functions and features evolution Coordinating with Testing, Operations, Change Control, Release Management, Enterprise Architecture Services, Database Operations, Data Conversion teams, Service Desk support, Problem Management and other teams that have no reporting structure to this position. Experience/Skills
JOB REQUIREMENTS:
1) Four years software application development experience with a Bachelors Degree in Computer Sciences or related software development and deployment experience OR Five years of work experience with a Technical Certificate or college courses OR Six years of work experience.
2) Minimum 3 years leading software development projects using formal methodologies in a multi-project environment.
3) Strong Application systems testing experience.
4) Strong application systems support experience.
5) Strong planning and organizational skills, analytical and problem-solving abilities. 6) Excellent verbal and written communication skills, leadership skills and ability to communicate, influence and develop strong working relationships with business and operations support teams.
7) Demonstrated project experience managing software development and deployment projects across all phases.
8) Managed development teams in the following environments: UNIX, AIX, WINDOWS, CICS (batch and interactive) and DB2.

PREFERRED JOB REQUIREMENTS:
1) Mainframe USS, CICS, WAS (batch and interactive).
2) Distributed environments AIX, Windows, WAS.
3) File structures VSAM, DB2 4.
4) Languages: COBOL, JAVA, SQL, JCL 5.
5) Formal Methodologies: SDLC, RUP.
6) Tools: WebSphere, Endevor, Rational, CVS, Zeek, Zeena, Omegamon
