Introduction
The purpose of this Statement of Work (SOW) is to detail the tasks and responsibilities for the consulting required for the State of SC Quality Assurance and Borland Software Development Life Cycle services.

General Requirements
State of SC is contracting for the following services:
1. Borland Automated Tools / Implementation
State point person for Automated Tools (Borland) Implementation and SDLC development
Implementation of DOR SDLC methodology for Automated Tools (Borland)
State Plan and Implementation for Borland Automated Tools

2. State Quality Function / Implementation
SCBOS Quality Point Person
Consulting on proposed Short and Long Term Quality Assurance
Plan for Implementation of proposed Short and Long Term Quality Assurance Recommendations

Specific Tasks and Associated Deliverables
Borland Automated Tools / Implementation
Borland Tools Integration with SCBOS /DOR QA
Participate in evolving the IRM organizational SDLC
Implementation Planning for State including conversion to .NET 2.0
Identify & implement pilot project as required for Borland Implementation

State Quality Function / Implementation / Operational
Methodology
Implement short term QA methodology
Plan and Implement long term QA methodology
Update existing QA, Release Management Methodologies as needed
Ensure artifacts are updated, including (Business Requirements, Business Rules, User Requirements, Functional Requirements, Non functional requirements, Functional and Technical Designs, Test Requirements, Analysis and design models, Test Plans, Test Cases
Implement metrics at QA, development, and Production levels
Train others on peer review process




Defect Management
Implement Defect Control
Require modules effected documented in defect
Conduct regular meetings to review outstanding defects, including:
- Prioritizing Issues
- Root cause analysis
Training to ensure issue has enough information

Implement Defect Resolution:
Document issue resolution (what was the fix)
Document modules affected
- Document special testing instructions (if applicable)
- Peer review notes included
Validate defects were tested properly
Create plan to keep Continuing Development 'current'

System Builds and Testing
Oversee builds, using source safe/start team reports
Continue Use of QA Build Sign-off Sheet Implementation
Serve as the point person between testing & development organization
Provide feedback on test plans, test cases and create User Acceptance Tests
Assist in testing effort as needed
Resolve defects assigned to single point for triage before testing/closing
Formalize upgrade testing for Production and Post Production

Migrations
Manage & execute migrations to Integrated Test/Model Office
Assist in updating Regression Test, Upgrade Test Suites
Implement process to ensure internal standards are followed (SDLC models are complete, consistent with specified standards, Mentor developers and staff during review/revision workshops)
Provide overview of migration process

Other
Other duties as assigned

Reporting and Deliverables
1. Provide weekly reports to the State Borland / QA Project Project Manager

2. Input time reported per task via Project Web Access on a weekly basis.

3. Deliverables must be provided on the dates specified is the associated project management plan. Any changes to the delivery date must have prior approval (in writing) by the Project Manager

4. Work must be completed appropriate to the tasks in the Project Schedule.
