Description
MINIMUM REQUIREMENTS:
Consulant must meet all of the following requirements:
1.Developed two (2) procurement projects within the last five years, including RFI's (Request for Information), RFQ's (Request for Quotes), and RFP's (Request for Proposals) including evaluation instruments for assessing vendor proposals for a government agency.
2.Negotiated two (2) or more major system contracts in the public sector. At least one of these engagements must be for major jail software package for a law enforcement agency.
3.Ten (10) years of recent experience in the development of law enforcement systems, with at least one major project involving jail systems, having a user base of more than 1,000 users.
4.Experience as a technical project manager for at least two (2) law enforcement systems within the last ten (10) years, with at least one of these projects involving a jail system.
5.Developed two (2) strategic plans conducting strategic planning in the criminal justice environment within the last five (5) years. This experience must include technology planning for a law enforcement agency.
6.Experience as an application and technical architect on at least two (2) projects, planning and developing inmate tracking systems, within the past five (5) years.
7.Technical Project Manager experience with at least one (1) project experience in planning and developing health care systems in a jail environment.
8.Quality Assurance Manager experience, within the last five (5) years on one (1) project, reviewing technical deliverables and conducting quality assurance reviews for a law enforcement agency on at least one jail system project.

10.Technical Project Consultant experience on at least one (1) completed project within the last two (2) years, defining interface requirements between criminal justice agencies, including law enforcement and Sheriff. The interface(s) must have utilized Global JXML Justice Extensible Markup Language standards.
