GTA has a time-limited need (18-30 months) for an Enterprise Architect to work closely with Georgia's Department of Community Health (DCH) on its project to rewrite Georgia's Medicaid Management Information System (MMIS). MMIS is a critical application in the management of health services for Georgia citizens, has visibility through all levels of state government and is a highly complex project affecting thousands of Georgians.

If hired, you will work with DCH and its vendors and advise on design, architectural policies and standards, security (including web based, HIPAA Privacy and Security), infrastructure and provide a point of contact for all GTA services. You will report to the Senior IT Manager at DCH and work with the Chief Architect in the Enterprise Architecture Section of GTA's Enterprise Technology Planning Division. You will serve as a GTA liaison for all IT aspects (EA, infrastructure, security, web portal, etc.). The position is project dependent for a time frame of up to 30 months.
Job Responsibilities:

Participate in technical and business discussions with DCH regarding the future enterprise direction of MMIS.
Aligning the MMIS architectural strategy with business goals, recommendations based on the size, scope, and cost of hardware and software components
Advising DCH management on options, issues/risks, cost vs. benefits, and impacts on other processes and system priorities for buy vs. build decisions.
Serve as GTA's point of contact for any infrastructure issues and troubleshooting design/performance problems to identify errors or deficiencies.
Work with DCH's Senior IT Manager and vendors to ensure an optimal architecture (based on SOA) is developed, reviewed and finalized.
Review training, system documentation, etc., as required; coordinate on recommended changes / best practices with GTA as required; assure Hardware / Software / Network capacity planning and designs are optimal and can perform as per the SLA requirements.
Participate in conversion aspects
Provide feedback as necessary for a smooth transition to the new system.
Participate in system interfaces discussions, reviews and provides feedback as required.

Experience/Skills
Minimum Qualifications:

Four years experience with information systems architecture and design experience using Service Oriented Architecture (SOA) with at least one to two mid- to large-scale successful web-based systems implementations
One year MMIS / Healthcare experience
Hands-on technical experience in IT domains such as hardware, software, operating systems, data transit networks, data storage networks, and data security.
Worked (coded, designed and architected) and expert on web based technologies (Microsoft / Sun / etc.,)
Experience with emerging web service standards
Experience in using industry best practices during design, development and implementation
Experience with Hardware / Software / Network Infrastructure planning and execution
Experience with various software development methodologies
Has expertise in preparing optimal designs, performance tuning databases / data models, etc.,
Bachelor's degree in computer science, IT, electrical engineering, systems engineering or a related field, or equivalent work experience.
Preferred Qualifications:

Experience with the use, architecture and/or implementation of MMIS.
Experience with health care claims processing
Experience or strong understanding of MITA (Medicaid Information Technology Architecture)
Master's degree in computer science, IT, electrical engineering, systems engineering or a related field, or equivalent work experience.
Implemented or has strong knowledge on all aspects of system security (including web based, HIPAA Privacy and Security)
Experience performing architectural work in large public or private sector organization which includes specification and implementation of solution architectures.
Ability to estimate the financial impact of architecture alternatives.
Ability to quickly comprehend the functions and capabilities of new technologies.
