Description
Serve as the IT Business Solution Manager for OCPV by providing billing system support for Cable, Data and Tel service for residential and Business Services as well as leading the local software development team. Ensure the integrity of all Operations Support Systems (OSS) utilized by Orange County, and influences their software design. Develop processes and tools needed to support the Orange County business plan. Develop and ensure compliance with controls and procedures established by Corporate Atlanta IT center and local CCI Residential IT Director/Manager. Assist in the development of new businesses as related to IT needs and proactively manages relationships between various field and corporate contacts to ensure successful operations and communications. Serves as the main point of contact for Orange County system for billing operations support and management, billing system projects, database integrity, billing system goals and objectives. This position reports to the Chief Information Manager in OCPV system.
RESPONSIBILITIES:
Leads the IT business Solution (ICOMS and Development) group by initiating, planning, designing, implementing, and monitoring innovative solutions to general business needs in the OCPV system in conjunction with the standardized operating environment established by the shared services partnership role with Atlanta.

Guide team members in all phases of the development life cycle by understanding and applying the Software Development Lifecycle, i.e., Project Planning (identify business objectives, business case, project charter, project plan, etc), Requirements Analysis, Design, Development, Testing, Implementation, and Operations & Maintenance.

Achieves system's business objectives by executing various action programs as assigned by the strategic and long-range planning process. Organizes and allocates department resources to achieve system objectives.

Ensures a high level of user expertise by working with system users to solve system problems, develop workarounds and explore parameter mode solutions for operational improvements for customer application software systems.

Implements and influences new billing and addressable software releases by analyzing, testing and debugging new applications and providing user communication and training. Tracks software issues and provides feedback to Corporate, Billing and Interface suppliers.

Implement customer rate changes and rate realignments in accordance with tariff guidelines and corporate strategies.

Maintains database and report correctness by checking data accuracy, applying reasonability checks, maintaining audit trails and generating sub-totals that can be cross checked.

Maintains the security of the billing system by establishing, updating and auditing employee security classifications.

Acts as Orange County System operational/information resource for the billing system (ICOMS) support by interacting with other department, provide support and guidance to meet their objectives including identifying and communicating any high impact issues.

Coordinates, controls and manages system rate structures, supports marketing, discounting programs, launches efforts for new products and services and billing platform conversions, consolidations and migrations.

Provide system users with information relative to software and operational changes by maintaining and developing knowledge of the product and services through the the subscriber management billing system educational documentation, manuals, workshops, etc.

Maintains adequate staffing levels through selection, development, compensation, and motivation department employees applying guidelines of Cox communications, Inc. EEO program. Develops talents necessary to achieve short and long-range objectives by effectively directing, counseling and training staff.
