Position Description:

The Senior Financial Analyst reports to the IT Planning & Administration Director. The SFA performs professional accounting, financial planning, and budgetary, reporting, statistical and other management analysis in support of District activities, functions and programs in the central administration of the school district. The Senior Financial Analyst provides complex financial decision support to department staff and district leadership. Additionally, the Senior Financial Analyst is responsible for contract management of all IT contracts. As part of the IT contract management duties, the SFA will work directly with the District Procurement department to facilitate new contract procurement & renewals for all IT contracts as well as act as a single source for ongoing IT contract management. The SFA will be the point of contact for all IT contract questions including contract terms, payment schedules and contract deliverables, and may engage the procurement department &/or legal counsel as necessary to assist in resolving contract issues or discrepancies or to provide additional clarity and guidance relative to the specific contract terms

Responsibilities:
  • Prepares, maintains, and reviews accounting, budgetary and financial records and reports to assure accuracy, completeness, and compliance with applicable regulations and established procedures.
  • Prepares comprehensive annual financial report with IT Management team.
  • Prepares monthly forecasts of expenditures and project revenues and expenditures in relation to assumptions about client programs
  • Perform complex and politically sensitive financial analysis to support decision-making, designing financial models, reviewing legal parameters, researching options, communicating with other agencies, synthesizing information for decision-makers, writing reports, and making presentations.
  • Review, analyze and monitor monthly budget-to-actual reports
  • Participate in the development of the annual budget. Develop and monitor annual budgets such as general fund revenues, grant funds, and capital funds.
  • Develop and maintain proactive working relationship with a cross functional team within the clients departments.
  • Develops RFPs, RFIs, RFQs and other formal procurement solicitations for purposes of IT Purchasing.
  • Creates and manages vendor and other 3rd party contracts and agreements.
  • Develops grant and other 3rd party funding applications and agreements for purposes of IT services. This may include eRate, Title I, Title IID and other federal and private granting authority applications.

Required Skills, Knowledge and Experience:

  • Bachelors degree in business administration, accounting, finance, economics, or related field
  • Four years in governmental accounting, financial reporting, planning and analysis
  • Strong ability to establish and maintain high profile, influential and collaborative working relationships across teams, functions and layers with staff, public officials, financial and business communities, and the general public
  • Principles and practices of governmental accounting, governmental budgeting, municipal financial management, financial forecasting and other quantitative methods, economic principles, financial analysis techniques and project management methods
  • Excel spreadsheet, Word, PowerPoint, Access and database query functions
  • Previous contract management experience

Preferred Skills, Knowledge and Experience:

  • Masters degree in related field or equivalent experience
  • Using enterprise-wide financial software such as PeopleSoft
  • Excellent written and oral communication skills
  • Detail oriented
  • Practice, develop and maintain excellent documentation
  • Previous relevant government/public sector accounting/financial experience
  • Able to convey complex financial information in concise lay terminology
  • Comfortable interacting with C-level management, including the CIO, COO and CFO
