Description
Continually assess IT products and services provided to USIP staff; evaluate current use and operation; identify future requirements, and develop recommendations for new systems, equipment, and/or services. Respond to requests from users for new or revised systems or services. Recommend USIP systems development or acquisition. Manage projects through planning, testing, installation, and implementation. Identy major equipment or systems requirements. Develops business case proposals identifying and anticipated hardware, software, and services requirements with associated costs. Serve as project manager for approved initiatives. Develop project plans with milestones and schedules, track funds, hours of work performed and tasks accomplished, prioritizes expenditures, oversees implementation by USIP staff or contractors, and ensures cost effectiveness throughout each project. Manage servers used to support USIP IT functions. Monitor server operations for performance, capacity, availability, serviceability, and recoverability. Ensure virus scanners and other security systems are intact and functioning. As necessary, update programs and/or secure technical support from manufacturers. Update licensing agreements and maintains all accounts in current status. Manage the customer support activities of the Help Desk. Administer the contract providing customer support staff. Determine the scope of work and tasks to be performed. Verify hours worked and reconcile all billing data. Ensure prompt and thorough response to all client requests and problems. Provide technical supervision and guidance to USIP staff members and contract personnel working on USIP network programs and projects. Establish program plans and ensures appropriate goals and objectives are implemented. Determine overall resource needs including staffing and budgetary requirements. Ensures appropriate use of equipment and expenditure of USIP funds. Exercise other managerial responsibilities required to ensure effective and efficient network operation. Establish productive working relationships with counterparts and senior level officials throughout the USIP, with Federal and other governmental agencies, and with other institutions involved in and concerned with USIP programs. Represents the USIP in meetings on information technology planning and/or program development. Participates in interagency working groups to examine and evaluate new IT techniques and approaches to program management and operations. Recommend application of new techniques within the USIP based on analyses mad and conclusion drawn. Performs other duties as assigned.

Education: Requires a Bachelors degree or equivalent and 6-8 years of related experience.

Specific Skills Required: Mastery of, and skill in applying, the full range of information technology concepts, principles, and techniques including: interrationships of multiple IT disciplines; the systems requirements of USIP client organizations; systems development principles and approaches including methods of systems security; customer support principles and practices; network management and systems administration methods and practices. Demonstrated skill with project management methods. Demonstrated ability to identify overall objectives, critical milestones, and technical requirements, and to develop appropriately responsible plans and processes. Demonstrated skill in identifying operations and processes subject to improved efficiency and effectiveness through IT applications. Demonstrated ability to provide expert counsel concerning all aspects of information technology programs and operations to USIP executives, managers, and employees. Demonstrated ability to develop professional working relationships with individuals and organizations throughout the USIP and with other relevant organizations. Evidence of repeated success working with and through such sgroups to develop program plans to attain established objectives, and to gain compliance with program requirements. Ability to communicate successfully verbally and in writing. Experience in providing hands on technical server support in the Mac OS X and Windows 2003 environment.df-tc
