We offer full-time career opportunities including great employee benefits as well as hourly contract opportunities. - This position is for a strong Java, J2EE, JSP Oracle Technical Lead - Will guide the 8 existing developers, address their technical issues and report to the Client and end Client Managers - Full-time opening for a Web Manager/Designer in its Computer Systems and Data Analysis Division to design, develop, and manage Web-related projects for the Federal Government - Must have management experience with developing sites which have high standards for usability and accessibility and programming experience in a Java, JSP, and Oracle environment - Will serve as primary interface with clients and therefore requires excellent communication and writing skills - Responsibilities will include directing project technical activities and staff, coordinating with IT staff to configure servers, estimating specific resource requirements, resolving staff and cost issues, and ensuring quality of contract deliverables - Strong Web application programming experience is also required; familiarity with SAS programming environment is a plusCoordinate with client/users on scope of work, website design issues, hardware & software, schedule, budgets; make presentations; arrange meeting - Write up task orders (description of activities, schedule, budget) and coordinate with project manager and client(s) for approval - Recommend hardware and software platforms (for servers) and server backup systems - Work with IT group to purchase necessary hw/sw, have the servers configured/installed/setup, and give access (to servers) to Web programmers/staff - Develop server backup plan (and monitoring, to see if the backup is really happening and that files can be retrieved) - Website design (specs/contents, wireframes for first- & second-level screens, then lower-level screens) - Identify Site Search tool and design screen to display search results - Design administrative forms to be used by website coordinator/administrator (not for public access) - Design databases - Review (screens) contents of old website and make sure they fit in with the new wireframes - Review databases from old website and convert them to the new site database design - Direct project technical activities and staff: meet with staff weekly; present the work plan/schedule; give them assignments; review their work progress; identify problems and discuss solutions (as appropriate) with staff - Work with an accessibility/usability company to firm up site design - Design wireframes to be coded by a programmer; review the "coded" wireframes; send "test site" with alternative screens (wireframes?) to reviewers - Determine training needs of programming staff; secure funds for training - Direct two usability testings - after first- and second-level wireframes have been programmed, and when the site is near completion; coordinate work of a usability company and with clients - Direct QC tests/checks of the entire website - functionalities, connection speed, etc. - Direct the deployment (production phase) of the new website: prepare/write deployment plan and procedures; have the QA and production servers setup/configured; have the databases setup on the database server; have the old databases (in MS Access) "converted" to the new databases (Oracle); have files (programs) moved to the new site; identify testers and get feedback; make a list of "fixes" (to screens, databases, programs) and assign work to staff - Prepare documentation - site, procedures, minutes of meetings (with staff, with clients, with Usability company), backup procedures and disaster recovery - Prepare website maintenance plan - resources required and their responsibilities
