Key Job Responsibilities:

Provides technical leadership and direction for PGPA (Policy, Government & Public Affairs)
projects. Ensures quality and timely completion of technical tasks for PGPA projects, and debugs and resolves technical problems during project implementation and maintenance. Acts as a resident Web technical expert for PGPA. Serves as technical mentor for development and project management team members.

Manages the coding efforts of all internal and external technical resources (e.g., programmers). Determines coding and development-environment standards and works with developers and quality assurance team to ensure that our sites and development workflow conform to company information protection and federal accessibility requirements.

Assists management and producers with project definition, scope of work and documentation. Converts business and system requirements into system design and technical specifications. Develops project documentation and step-by-step procedures.

Administers in-house PGPA Web applications (e.g., Team Foundation Server, Visual SourceSafe, TeamTrack, Watchfire, WebTrends, etc.) and development servers. Defines requirements and creates unique PGPA tools, using applications such as Microsoft Office Templates, advanced Excel spreadsheets and Outlook calendars.

Acts as 1st level support for custom applications and either fixes issues or assigns to appropriate technical resource. Develops and enhances custom applications for the PGPA. Defines requirements for technical architecture, logical and physical server architecture for projects. Serves as back-up for content publishing and coding to both intranet and internet PGPA sites when necessary.

Position must stay current with technical knowledge and certifications to keep up-to-date on technical developments and issues/trends.

This role will supervise the efforts of individuals who do not report to them, so excellent interpersonal and influencing skills are necessary.

The ability to communicate complex technical issues in layman's terms is critical.

Minimum of five years of experience in Web development and server administration.

Excellent project management skills; proven ability to develop and manage project and production plans, resources, and vendors; strong sense of urgency, initiative and follow-through.

Excellent research, investigative, analytical and troubleshooting skills.
Experience successfully implementing W3C and ADA: Federal 508 accessibility standards on Web sites.

Proficiency with Microsoft Windows 2003 Server environment, Web content management and version control software.

Fluent in the following Web development languages: HTML 4.01/XHTML 1.0, JavaScript (W3C DOM), CSS, ASP.NET 2.0, Visual Basic; and knowledgeable of current W3C standards of using XHTML for structure and CSS for design.
Fluent in at least three of the following development languages: Microsoft .NET Framework ( VB.NET or C#), ASP, JSP, Java, VBA, XML, XSLT, relational databases and concepts of object-oriented programming.
Ability to synthesize non-technical specifications and project descriptions into technical development specifications.
Has knowledge of standard concepts, practices, and procedures within server and development environments. df-tc
