The Financial Industry Regulatory Authority (FINRA) is the largest non-governmental regulator for all securities firms doing business in the United States and is dedicated to investor protection and market integrity through effective and efficient regulation and complementary compliance and technology-based services.


Major Purpose of This Job: Acts as Analyst/Consultant in all phases of system development and use including requirements analysis, systems design, implementation, acceptance testing, and installation. Acts as Knowledge Engineer and Data Miner in acquiring, testing, and validating knowledge relevant to regulatory surveillance.

Essential Job Functions: Has independent responsibility for one or more regulatory domains and/or systems. Coordinates knowledge engineering and discovery activities with regulatory analysts, conducting meetings and communicating results effectively. Aware of state of the art methods in KDD, AI, Statistics, or Finance and is able to recommend and direct systems design and development activities to make optimal use of same. Responsible for encoding, testing, debugging and documenting the most complex programs and procedures. Prepares detailed program specifications and diagrams and develops coding logic flowcharts for the most complex projects. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Responsible for reviewing and training of less experienced programmer analysts and analyzing results.

Requirements: Bachelors in computer science or equivalent with 7+ years of related experience. Experience can be substituted for an advanced degree and a minimum of 5+ years experience. Has full technical knowledge of all phases of systems analysis and programming. Excellent oral and written communication skills. Knowledge of finance and capital markets, including equities, options, and other derivatives is a strong plus.

Special Skills: Analyze data from diverse sources using a variety of techniques from econometrics, statistics (including multivariate regression, time series analyses, statistical quality control), data mining, text mining, machine learning, visualization, artificial intelligence, database management systems, data warehousing. Experience developing and using software programs with Oracle, SQL, SAS, and Unix.
