Job Requirements:

The candidates must have a Bachelors Degree in Computer Science, Information Systems, or equivalent combination of formal education, training, and experience. They must have at least five years experience as a lead systems analyst. This includes demonstrated experience with requirements gathering, estimation, cost / benefits analysis, structured process analysis and system design. This also includes the demonstrated ability to lead small and medium sized projects. The candidates must have in-depth knowledge of the energy procurement business; specifically in one or more of the following areas: demand Forecasting, energy/gas planning, energy/gas contracts/purchasing, energy/gas scheduling, risk control, or energy/gas settlements. They must have the demonstrated ability to partner with the client to analyze new processes and recommend automated solutions, process alternatives and training opportunities. They must be capable of providing functional direction to IT technical staff and COTS software vendors to resolve complex problems related to energy procurement. This includes the demonstrated ability to escalate issues to the appropriate level of management. The candidates must have demonstrated experience assisting clients with critical ad hoc analysis and data requests using SQL and data mining tools. They must have the demonstrated ability to research and apply solutions that leverage new technologies. They must have demonstrated experience preparing test cases and performing system testing. They must have demonstrated experience with formal work request processing including work request initiation, work estimation, and status reporting. They must have excellent oral and written communication skills. This includes the ability to mentor other analysts and project team members on complex business processes. The candidates must have good computer skills, including MS Word, Excel, PowerPoint and MS Project. They will have to attend regulatory meetings related to energy procurement so some travel will be required. They must have the demonstrated ability to excel in a dynamic business environment with changing priorities.

Preferences:
The ideal candidates will have some experience with formal software life cycle methodologies such as the Capability Maturity Model (CMM). They should also be familiar with California energy procurement and regulatory processes. This includes knowledge of ISO bidding, scheduling, metering and settlement protocols. The ideal candidates will have experience supporting the SunGard Nucleus and Henwood software packages used by the ES&M, RP&S and Risk Control groups. They should have the ability to create process models; data flow diagrams, optimized data models and Entity Relationship Diagrams using automated tools such as ERWin, BPWin, or Rational Rose. The following technical skills are also desired: Visual Basic, Oracle, MS SQL Server and MS Access. The ideal candidates will be familiar with software function point counting. Experience supporting large financial applications is also desired.
