Job Summary:
Consistently and effectively directs and communicates project status, schedules and risk assessments. Provides appropriate staff mentoring and guidance to foster a strong team atmosphere with an eye to customer service. Conducts regular project meetings to provide on-going visibility on status, schedules, and issues. Responds quickly and effectively to client inquiries and requests concerning systems capabilities and devotes immediate attention to resolve complaints associated with production application problems. Organizes and directs efforts associated with Application Development requests representing multiple small to medium projects.

Responsibilities:
1. Analysis and Design of New Systems or Systems Change
' Analyze, define, and design system functionality based on business requirements. Factor current business operations and future business objectives into design.
' Walk through design with peer level technical and business staff to validate solutions against business requirements and technical architecture.
' Clearly communicate design capabilities and limitations with business unit management.
' Review design with business unit management to gain approval.
' Ensure standards, conventions and development practices are followed through the use of quality reviews and walkthrough.

2. Data Edits, Flows, Controls, and Reporting
' Define data flows and data designs required to deliver information/requirements. Consult with appropriate support areas for data content and architecture associated with database technology.
' Incorporate data edits, controls, and audit mechanisms to manage data integrity within the systems and cross-system interfaces.
' Design reporting mechanism to address business cycles and business information reporting requirements.

3. Small to Medium Project Management
' Manage and direct multiple project efforts
' Follow System Development Methodology guidelines to manage and execute project activities.
' Provide leadership and direction to matrixed project staff.
' Develop and maintain detailed project plans using standard tools and conventions.
' Monitor and communicate project status and schedules to appropriate levels of business and technical management.
' Manage and resolve project issues

4. Customer Contact
' Directly accountable for representing systems to business unit customers, spanning all levels of assigned business areas.
' Interview customers to understand and document thorough sets of requirements associated with requested systems capabilities.

5. Professional Development
' Initiate a personal training plan, continue acquiring skills and knowledge, and pursue an understanding of the organization's business plans and strategies.
' Keep pace with emerging technologies to meet the demands and needs of the business.
' Employee and manager should consider knowledge and skills needed, course work and training seminars, and projects that provide an opportunity to further skills and knowledge.
' Refine time management, work methods and communication skills.

Minimum Qualifications:
1. Bachelors Degree specialization in Computer Science, Information Technology or equivalent work experience, in a client/server environment.
2. Prefer 7+ years applications development experience in client/server languages and RDBMS
3. Knowledge of data warehousing, data modeling and related tools
4. Strong communication skills, both verbal and written
5. A team player exhibiting excellent inter-personal skills and a collaborative management style
6. Knowledge covering applications development methodologies, applications tool sets and technologies, and project management
7. Demonstrates effective negotiation and problem solving skills when interfacing with peers within the department and throughout the client business areas
8. Excellent analytical and problem solving skills
9. Strong project management skills
10. Desire to discuss, analyze, and understand the business functions that analytic applications support
11. Experience with development in SQL Server, VB.NET, or ASP.NET
12. Broad understanding of Business Intelligence tools and techniques

Additional Qualifications Preferred:
1. Possess a broad understanding of the Health Care Insurance industry discipline knowledge into the directions and solutions delivered to the business.df-tc
