We are seeking a Mainframe Programmer/Analyst for a 1-year + contract in Baltimore, MD.

Functional/Business Requirements:
Provide Mainframe programming maintenance and development support for/to:
- Fiscal Services Administration
- Division of General Accounting
- Division of Budget Analysis
- Division of Cost Accounting and Reimbursement
- Office of Human Resources
- Timekeeping Unit
- Payroll Unit
- Vital Statistics Administration (births, deaths, marriages, divorces)
- The Children's Medical Services program (CMS)

Technical Requirements:
- Respond to system users to provide technical solutions to resolve programming issue that are specific to their daily operation.
- Update/create JCL, flowcharts, control procedures
- Resolve Mainframe production system ABENDs . Systems must be returned to production before next schedule run. Working directly with users and using available documentation - must be able to: identify system, identify problem and resolve problem.
- Create ad-hoc assistance/reports using Mainframe utilities such as: VISION RESULTS, SYNCSORT
- Document all system modification as required by the IRMA Quality Assurance Unit to implement production jobs.
- Troubleshoot Mainframe system problems - perform analysis and diagnose production system problem and implement changes to resolve problems in CICS programs, Batch System Reports, or data files.
- Providing Mainframe application maintenance/development and VSAM (sequential) data file expertise to IRMA staff and DHMH
- Performing software (application and VSAM (sequential) data file) development, modifications, testing (test cases & test data) , and implementation
- Provide suggestions for efficiencies in the methods DHMH-IRMA uses for maintaining code and enhancing Mainframe systems. After peer review, implement approved recommendations.
- Maintain documentation and status reports in Microsoft Visual SourceSafe
- Create technical documentation of all implemented changes
- Create and modify dataflow and/or system flow diagrams
- Identify files necessary for Disaster recovery
- Document changes to programs (and new programs developed) for end users
- Expand files and fields
- Monitor capacity and recommend system storage. (Plan for and estimate future storage requirements)
- Follow SDLC standards and procedures
- Create and Maintain Project Schedule in Microsoft Project

Backup/Disaster Recovery:
- The TO Contractor shall identify new and/or modified data files for scheduled backups.
