Description
Title/Role: Client-Senior Consultant
Short Description:
Senior Consultant is responsible for evaluating existing systems and/or new user needs to analyze, design, recommend, and implement information system changes.
Complete Description:
Theclient has multiple benefit applications for its residents. The various benefit systems are administered by different State Agencies and each type of benefit has its own eligibility and payment processing rules which may include restrictions on how the benefits can be expended by the recipient. The benefits for the various services are currently paid via check, direct deposit, voucher or an Electronic Benefit Card/Electronic Payment Card (EPC). Currently, each benefit is processed as a distinct payment. An individual receiving more than one benefit type will receive each benefit payment as a separate transaction, which may mean that a recipient receives multiple checks through either direct deposit and/or through the mail, as well as through one or more Electronic Payment Card(s). The State is looking to consolidate the payment methods and offer all benefits payments through only two options: direct deposit or a single reloadable Electronic Payment card that contains all benefit payments, regardless of the benefit type or source. A vendor will be selected to implement the payment options. Creating the Request for Proposals (RFP) that will be used to solicit bids from eligible companies will be the responsibility of the Senior Consultant selected for this engagement.
In order to develop the RFP, the Consultant will identify and analyze all current benefit processing applications. The Consultant must understand the business rules and existing processes for determining the benefit eligibility for both the initial claim as well as on-going eligibility. The current benefits applications have contracts with entities to process the existing benefit payments, and the ending date of the existing contracts may vary for each application. The Consultant will be responsible for determining the dates for inclusion of each benefit application. The RFP must provide the vendor community sufficient information to accurately architect solutions and bid on this RFP.
The existing Benefit Payment Programs in the State include: Unemployment Insurance, Temporary Disability Insurance, and Family Leave Insurance administered through the Department of Labor and Workforce Development. Food Stamps; Temporary Assistance for Needy Families (TANF), and General Assistance administered by the Client; and Women Infants and Children Program (WIC) administered by the Department of Health and Senior Services. The potential exists for expansion to other State programs that issue payments to citizens.
High level components of envisioned system:
General banking system with both direct deposit and electronic benefits transfer (EBT)
Customized benefits
Shared Back Office functions, including help desk and Website support to be provided by the vendor
An electronic payment card that is Master Card or Visa branded allowing recipients to access funds at all participating banks, ATMs and point of purchase retailers across the country
The vendor will be responsible for the issuance of new cards and re-issuance of lost or damaged cards.
