GENERAL DESCRIPTION:

Support to assist the Maintenance Logistics Command Atlantic (MLCLANT) in providing Hull, Mechanical, and Electrical (HM&E) logistical support for the alteration, repair, installation, redesign, or maintenance of complex systems and machinery for Coast Guard vessels. The work involves a wide range of engineering aspects including, but not limited to, hull structural, diesel engines, heating, ventilation and air conditioning systems, piping systems, hydraulics, electrical distribution and control systems and other shipboard mechanical and electrical systems, and data entry into various data bases.

GENERAL DUTIES:

Working knowledge of principles, practices and techniques of ship repair, including drydocking, dock and sea trials, non-destructive testing and other principles, practices and techniques unique to the marine industry.

Working knowledge of commercial and military standards. A working knowledge of Coast Guard Instructions and logistics tools is beneficial.

Working knowledge of the Federal Acquisition Regulation, and applicability to ship repair contracts.

Be familiar with Coast Guard ship repair standards, policies and procedures and conducted planned vessel assessments for the purpose of developing a planned availability work list. The contractor support personnel must be able climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical and electrical (HM&E) repairs.

Provide input as a team member for cutter planned & emergency depot level availability planning team and guide the planning team in work identification, planning, specification development, work execution and project close-out.

Attend and provide input at commercial availability arrival conferences, attend periodic site visits of cutters undergoing commercial availabilities, attend post availability meetings and provide post availability reports and surveys.

Provide technical review of condition found reports and change requests. Provide procurement request to modify appropriate funding documents.

Work with Maintenance integrators/Port Engineers to establish repair specs/contracts, both recurring & individual work items, to be accomplished during cutter M&R periods.

Develop/write technical statements of work to perform ship repair operation for execution by ship repair contractors.

Provide technical review of maintenance standards as well as preventative and corrective maintenance practices. Provide recommend changes to maintenance practices to increase the reliability of cutters.

Review, maintain and update cutter maintenance records and casualty database

Perform market research to obtain pricing information and prepare purchase request documents to procure commercial spare parts, technical items, and all other necessary supplies/services for all ship repair and casualty response activities.

MINIMUM SKILL REQUIREMENTS:

Must have an engineering degree, with industrial experience in ship repair.

Required to be familiar with Fleet Logistics system (FLS) to plan and execute maintenance actions.

Communicate orally and in writing in order to present and defend technical recommendations; facilitate consensus; prepare memoranda and position papers; present briefings; and advise management officials.

Understand proper use of office equipment (computers, scanners fax machines, etc.) as well as Microsoft office applications.

PHYSICAL REQUIREMENTS/PHYSICAL DEMANDS:

Walking, standing, and sitting for extended periods of time are required.

Must be able climb ladders, access voids and small shipboard spaces.

TRAVEL REQUIREMENTS:

Expected to travel approximately six days per month. Typical travel locations will include the cutter???s home port locations in Miami, St Petersburg, and Key West FL. Required to travel to shipyards to visit cutters undergoing ship repair. Typically, the cutters covered under the PWS will undergo depot level repairs at shipyards in FL, AL or LA however, other ship repair locations are possible.

WORK ENVIRONMENT:

The work will be performed in an office environment, on-board cutters and in shipyards.
