Programmer/Business Analyst

• Work with the Program manager, Technical Lead or Project Sponsor to document the product's vision and the project's scope.
• Work closely with end-users and NGS development team members to develop technical requirements and specifications for development of the software application code.
• Translate high-level business and user requirements into functional requirements and quality, specified in an appropriate level of detail suitable for use by those who must base their work on the requirements.
• Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards.
• Develop and manage user requirements; participate in and document requirements gathering sessions with stakeholders.
• Translate requirements into detailed specifications; Write customer requirement and system design documents; develop and maintain requirements traceability matrices and other project artifacts.
• Serve as liaison between technical staff and users during software development.
• Manage changes to baseline requirements through effective application of change control processes and tools.
• Establish and implement effective requirements practices, including use and continuous improvement of a requirements process.

Requirements
Minimum Education/Experience:
Bachelor's Degree in a computer related field or related work experience; 7+ years proven experience as a IT Analyst; collection and documentation of IT system process

Qualifications:

• 3+ years in Software Development Life Cycle
• Experience with large-scale database, Oracle and Web based applications
• MS Project and Visio experience required
• Experience methodologies such as CMMI/CMM Level 3 or better; or ITIL
• Excellent oral and written communications skills; Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders
