Description
We are looking someone with a good QA background; the role is very administrative but important. The individual has to be able to handle conflict as the various parties who attend the meetings present and argue their case. The individual has to be a leader, have good negotiation skills and the ability to resolve conflicts. I'm thinking they would have around 10 years experience.
Summary:
A CCB Coordinator is a neutral member of a Domain CCB who oversees board activities, facilitates meetings, and manages change escalations. In addition, the Coordinator is responsible for ensuring that the current practices of the CCB comply with Change Management Council (CMC) standards and the Change Management Policy Statement. The Coordinator ensures the completeness of the change review and records the final decision by the CCBs voting members (CCB Representatives) regarding each change request.
The CCB Coordinator is required to attend every CCB meeting. If the Coordinator cannot attend a meeting, a qualified designate must attend and will be expected to fulfill all of the Coordinator's responsibilities.
Tasks (list may not be all-inclusive):
-Create & maintain Domain CCB Charter.
-Create & maintain documented procedures as defined by the Domain CCB for:
o On Demand reviews (ad hoc)
o Escalation procedures for change conflicts (scheduling)
o Change request lead times
o Additions or deletions of Routine Maintenance (RM) and For The Record (FTR) changes
o CCB attendance expectations
o Domain specific standards and procedures
-Create and maintain the Domain CCB Website
-Maintain lists of pre-approved changes for workgroups within domain (i.e., RM and FTR) and ensure compliance with the defined criteria
-Chair all Domain CCB meetings to include:
o Creating & publishing the Domain CCB Agenda prior to each meeting
o Verifying accurate completion of Change Requests (promote stronger auditability of what is occurring within Client's environment)
o Recording and publishing meeting minutes
o Raise the flag to CCB Members in identifying cross-domain changes
o Facilitate Post Implementation Review and capturing results of the review
-Record Domain CCB approval/disapproval status within change management tool
-Facilitate escalation of changes lacking CCB consensus and/or in conflict with other areas
-Analyze Change Reports for the domain and assist workgroups with questions
-Identify process improvements for the Domain CCB
-Ensure appropriate representation of a Domain change at another Domain CCB meeting
-Active participant with the Change Management Advisory Board (CMAG)
-Active participant with related change management projects (i.e., FSOC, Periodic Reviews)
-Conduct Periodic Reviews of other domain CCBs within the department and record results
Selection Criteria
In selecting your CCB Coordinator, it is critical that the person selected fulfill certain criteria while serving as Coordinator. It is strongly recommended that the coordinator not be involved in the development and/or testing of any changes to the production environment.
To ensure separation of duties as mandated by regulatory compliance, Developers and Change Owners cannot be the CCB Coordinator or the designated backup/secondary CCB Coordinator. The CCB Coordinator cannot personally Approve' or Decline' any Change Requests as this would present a conflict of interest. Rather the Coordinator records the decisions of the CCB in Peregrine ServiceCenter©.
The CCB Coordinator will not have the authority to promote changes to the production environment. This ensures impartiality and separation of duties with respect to those who perform changes and the person who is overseeing the change process and approval of changes to production environment.

Experience/Skills
A CCB Coordinator should be:
-Well-versed in areas of CCB responsibility (i.e., Enterprise Change Management process, policies, tools, etc.).
-Experienced with applications within the Domain.
-Certified in ITIL Foundations for IT Service Management (recommended).
-In a leadership position (Director determines the appropriate level for their domain).
-Able to maintain impartiality.
-Skilled in negotiations.
-Effective with communication skills.
