Description
The Program Management Project Lead supports large-scale projects under the direction of Program Management such as the Configuration and Asset Management initiative. The Project Lead will also Lead large-scale process improvement and technology upgrade/migration projects typically involving multiple areas within TRPIT and the Businesses and providing direction to the project team. This position may be assigned to manage a major subsystem development project, or a smaller independent project.

PRIMARY RESPONSIBILITIES
Project Planning
*Develops Project definition in conjunction with the sponsors and the Project Manager. Defines the project constraints and deliverables.
*Develops or provides input to the project schedule, adjusts the project schedule, and manages the schedule performance to the project plan schedule.
*Estimates staff resource needs for analysts, developers, business users, and consultants. Works with Project Manager to assign resources to meet project objectives.
*Estimates material and other resource needs to meet project objectives. Provides input to the Project Manager for project budgets and manages expenditures to project plan budget.
*Develops or provides input to the project Risk Plan and Mitigation Strategy and manages project risks throughout the project

Project Management
*Leads project from inception to final customer acceptance and deployment into production. Manage assigned project team members with the freedom to make decisions regarding assignment of project tasks to project team members
*Facilitates project status meetings with the project team on a regular basis and provides status to the Project Manager.
*Provides direction to and supervision of the project team according to the project plan. Monitors and motivates project team members work performance.
*Prepares or reviews project documentation and deliverables and assures it is complete, acceptable and in accordance with standards.
*Manages project Issues and Change Control Requests to resolution.

Communication
*Develops and maintains productive working relationships with key systems users, and other IT functions to ensure project success.
*Routine contact is required with IT functions and with technology vendors, as required for the project. Routine contact is required with the project sponsor and business users to ensure their needs and expectations are being met.


QUALIFICATIONS
*College degree and four years of related work experience, OR a minimum of eight years related work experience
*BS or BA in technical area or business is preferred
*Ability to work well with people with varying technical abilities
*Ability to translate technical concepts into non-technical terms
*Excellent oral and written communication skillsdf-tc
