Required Qualifications
· Bachelor’s degree in related field or equivalent experience
· Project Management Professional certification is preferred
· Attention to detail
· Strong analytical and problem solving skills
· Excellent interpersonal skills and client management skills
· Strong written and oral communication skills
· Demonstrated leadership ability

Prior Experience
· Minimum of five (5) years experience in managing or in a key management position for an MMIS or other large-scale medical claims processing system
· Previous experience with an MMIS or with major components of an operational MMIS
· Previous experience managing subcontractor resources

Responsibilities Related to the Project
· Maintains primary responsibility for the system development effort in the ND MMIS and fiscal services contract in the ACS organization during all phases
· Obtains the personnel resources required to deliver all contractual obligations
· Ensures that all system development requirements are met and that all related deliverables are completed on schedule
· Keeps current on federal and ND Medicaid policy, working with the State to define how such changes will affect or can be incorporated into Enterprise and fiscal agent operations
· Meets with management personnel regularly to ensure they maintain dedication to client service
· Ensures all status reporting is accurate, complete, and current from the system development team
· Attends status meetings with client staff
· Emphasizes the importance of all levels of the organization operating as a quality-driven unit and of responding to customer requests in a courteous, timely, and informative manner
· Coordinates the activities of the management team and serves as one of the main points of contact for both ACS and the State
