A local medical insurance company wants to improve the functionality of one system in order to retire another, older one. The PM will co-lead and manage the initiation, planning and analysis phases of the Claims Enhancement project. The older system handles local claims processing. They want to move that functionality on to the newer, more flexible central system.

Background information:

The vision of the project is to build and leverage functionality in the newer, centralized Express system such that local Plans do not have to continue to utilize and maintain local claims processing systems.

The Operations Center incorporated many features in the Express claims processing system that were meant to move Plans towards greater utilization of the central system and less reliance on local claims' systems. This has been mildly successful, but the economics have not truly dictated a change in direction by local Plans, until now.

Currently, the medical insurance company utilizes an in-house claim preparation and editing system to submit claims to Express. This system was developed more then 20 years ago. While it has been modified over the years the system technology and capability does not meet the needs of the future. Since the development of the current in-house local system the national claims adjudication system has been updated to incorporate many features which eliminate the need to continue to utilize its (older) existing system. The process as it stands today creates an environment of duplicate process being performed on the same claim.

Responsibilities:

1. Provide project management support for the planning and analysis phases of the Claims Enhancement project:
A. Assume a co-lead role to manage team activities including:
" Report weekly status (Weekly, for multiple audiences)
" Track project deliverables, issues, risks and change controls (As required, for multiple audiences)
" Formulate mitigation strategies for identified risks and issues with input from the project team (As required)

B. Provide knowledge management activities and maintain communications between all levels involved in the project. (Minimum is weekly through the PM Project review meeting)

" Develop and manage project communication plans that will include communications to internal stakeholders, and other entities - Director's Office, corporate, local

C. Help develop and manage a staffing model and make recommendations, as appropriate.

D. Provide input and direction for the detailed work plan and project plan. (Part of Initiation Phase ECD 5/15/08)

" Monitor and report on work plan progress and deliverable status. (weekly)

" Develop project presentations as requested. (As required)

" Establish and Manage an on-going Lessons Learned program. (ongoing)

E. Produce an initial knowledge transfer plan for the project. This knowledge transfer plan will document a methodology for documentation standards and work techniques for ensuring contractor work transfer to the company's resources. (ECD TBD)

2. Assist with establishing, overseeing and coordinating the traceability matrix for all requirements based on scope & high level requirements. (initial ECD 6/30/08)

3. Assist in the development and management of high level test strategy (ECD 07/15/08)

Skills

1. At least 5 years of project and program management experience.
2. Demonstrated knowledge of documentation and knowledge management standards and methodologies.
3. Intimately familiar with development life-cycles for complex IT projects.
4. Strong communication/writing skills.
5. Must be able to perform assigned tasks with minimum supervision.
6. Strong analytical skills.
