Description
Job Description: The successful candidate must have a strong working knowledge for managing projects according to PMI or similar industry standards. The candidate must have a working knowledge of the IBM S/390 mainframe and MS Windows/web based platforms. Incumbent must be innovative in identifying, proposing and overseeing the conception, building, testing, implementation and delivery of business solutions. Incumbent must possess excellent written and communication skills. Responsibilities for this position include:
Ensures that projects are implemented on time and according to defined requirements.
Develops, monitors and coordinates project activities, such as budget tracking, schedule tracking, objective achievement and reporting.
Creates and maintains project management artifacts and reports as required by DDS.
Tracks and controls all aspects of service delivery to ensure project objectives are reached.
Serves as strategic business partner and maintains knowledge and understanding of DDS application architecture and business processes.
Develops and documents process improvements which streamline DDS business processes, create efficiencies, reduce costs or increase customer satisfaction.
Ensures that DDS Management and key stakeholders are updated on project status, budget issues and risks.
Consults with customers to determine business rules and requirements.
Conducts facilitated sessions with project team to understand, collect, and document business and functional requirements.
Oversees and/or creates business and/or functional requirements documents.
Acts as liaison between customers and technical team as needed to ensure successful delivery of business solution.
Monitors vendor performance to ensure timely and accurate completion of vendor's responsibilities.
Serves as lead for change process.
Implements approved changes using a formal change control process.
Develops and maintains a productive working relationship with project sponsors, customers, users, and key stakeholders.
Investigates and resolves project related issues.
Oversees testing Q/A and User Acceptance test phases and assists in resolving defects.
Conducts project close out activity including, but not limited to, formal hand off to support personnel, providing user training, providing user documentation, user acceptance with written sign off by local customer, conducting lessons learned activities which includes timeline, budget and quality analysis.

Required Skills: Completion of an Associates degree in Business Administration, Computer Science or IT related field from an accredited college or university, OR Two years technical degree/certificate in the IT field AND six years of Application Development experience which includes a minimum of three years experience managing IT projects.
OR
Eight years of Application Development experience which includes a minimum of three years experience managing IT projects.
Previous served as a project manager on at least one complex IT project that required the close coordination of internal resources, resources from multiple agency or government entities and at least one vendor or service provider.
Proficiency with Microsoft Project, Microsoft Office, and Microsoft Visio.


Minimum Years of experience needed for required skills: 8+
Preferred Skills: 6 yrs of project management experience in a medium to large government organization involving coordination of multiple complex projects and the integration of legacy and web based technologies.
Project Management Professional (PMP) Certification or other formal project management training.
Completion of a Bachelors degree in Business Administration, Telecommunications, or Information Technology related field from an accredited college or university.
