Description
NOTE THIS IS A 30 HOUR A WEEK POSITION FOR 18 MONTHS.


1. Establish and deploy a common set of project management processes and templates, which saves project managers from having to create them on their own.
2. Build the methodology and update it to account for improvements and best practices.
3. Facilitate improved project team communications by having common processes, deliverables, and terminology. Less misunderstanding and confusion occurs within the organization if everyone uses the same language and terminology for project related work.
4. Provide training (internal or outsourced) to build core project management competencies and a common set of experiences.
5. Deliver project management coaching services to keep projects from getting into trouble. Projects at risk can also be coached to ensure they don't worsen.
6. Track organization-wide metrics on the state of project management, project delivery, and the value being provided to the business.
7. Provide quality assurance services for MDW.
8. Provide quality assurance services for eMedNY.
9. Provide services to develop APDs and RFPs on an as needed basis.

Experience/Skills
MANDATORY Requirements
1. Minimum 8 years experience in overseeing medium to large scaled projects comprised of sub-projects and distinct deliverables; typically coordinates and delegates the assignments for the consultant project staff numbering over 20. Focal point of contact for Issuing Entity regarding project status, meetings, reporting requirements, scope changes/extensions, and financial, administrative, and technical issues and concerns raised by consultant staff or Issuing Entity.

DESIRABLE Experience
1. Minimum 4 years experience developing procurement documentation and participation and/or development of procurement protocols within the area of human services systems procurements of a large and complex nature.
2. Knowledge of and at least three years experience with the development of Human Services Advance Planning Documents (APDs).
3. Knowledge of and at least three years experience with providing quality assurance services to Human Services Agencies.
4. Knowledge of and at least three years experience with Federal procurement policies and requirements for systems development efforts, including APD requirements.
