Position: Project Manager
Location: Raleigh, NC
Duration: 6 Months

Description:Client is seeking a short term (est. 1040 hrs. not to exceed 6 months) contractor to provide support and assistance to the Project Management Officer. As a result of the recent decision to reorganize the Project Management Office, the Business Analyst will be required to assess and document the current functions of the PMO and based on the findings, augment additional functions and tailor existing functions that will assimilate the project management requirements of all DENR Divisions under the one PMO infrastructure. To achieve these objectives, the Business Analyst will be required to collect information on and assess the modus operandi, the current project management functions and the organizational structure of each DENR division. The selected candidate will be expected to assist in planning for service modeling, service delivery and in team building. He/She must also be experienced in PMO modeling, planning, and implementation.

The deliverable will be presented as a strategy to assimilate all DENR Divisional IT functional areas under a single PMO structure. The deliverable is to include enhanced functional responsibilities of the DENR PMO and interfaces in the form of workflows between DENR PMO and DENR Divisions. Knowledge, Skills, and Abilities Requirements.Required:
??? Hands-on experience in modeling, organizing, planning and implementing PMOs.
??? Experience in creating and documenting a detailed PMO implementation plan.
??? Experience in creating detailed PMO implementation schedule in MS-Project.
??? Experience in interviewing Division Directors and stakeholders to gather PMO organizational requirements.
??? Experience in documenting the current PMO environment and gathering requirements to satisfy the new role of the PMO as envisaged in the DENR IT reorganization strategy.
??? Experience with an industry-standard Project Management Methodology such as PMIs PMBoK.
??? Experience in Project Development and Project Planning.
??? Knowledge of compliance requirements for the North Carolina PPM Workflow and the UMT Portfolio Management Tool. These artifacts are central to all projects managed by State Agencies in the State of North Carolina through the State CIO.
??? Excellent written and oral communications skills.
??? Demonstrated experience in working independently or with minimum supervision.

4. Experience and knowledge of IT Organization planning and Service Delivery.
5. Project Management and Project Planning.
