The Project Manager will manage the entire process of converting from the current EMS/Trauma Registry to a recommended solution. This project is expected to start October 1, 2009 and continue through September 30, 2011 and possibly beyond. This work order only covers the period that starts on October 1, 2009 and may be extended starting September 30, 2010.
Services to Be Performed (will include, but not be limited to, the following):
A. Study and analyze deliverables from the Trauma Registry Improvement System Assessment (TRISA) Project to assist DSHS select a solution.
B. Provide all the project management lifecycle documentation as required by the Texas Project Delivery Framework, (listed on the public DIR website), and DSHS Project Framework documentation (listed in Quick Reference Guide on the DSHS Intranet).
C. Write an RFO to solicit solutions for replacing the current EMS/Trauma Registry, migrating data from the current registry to a new registry, and for maintenance and production of the new registry.
D. Perform all vendor selection processes to select the solution.
Facilitate stakeholder input into the requirements of the RFO.
Manage the RFO review and bidding processes.
Manage the RFO evaluation process.
Negotiate the RFO award with the participation of DSHS Legal, HHSC Enterprise Contracts & Procurement Services, DSHS client services contracts and stakeholders.
Ensure solution vendor contract, SOW and associated documents are complete and in concurrence with DSHS and TxDOT policies and procedures.
E. Manage the project to:
Transition to the selected solution.
Write a transition plan to govern the transition from the existing Trauma Registry/EMS to the selected solution.
Manage all stages of the transition including data migration, testing and user training.
Manage deployment of the new solution
o Write a deployment plan
o Document steps for transition to maintenance and production
Manage Project Budget
o Includes but is not limited to monthly spend plans, TxDOT Grant reports and mandates, POs, contracts, expenses, invoices, and SOWs
Facilitate development of Change Management Plan and oversee the change management process.
Perform a knowledge transfer to DSHS IT Application Development staff for necessary future support.
Be in accordance with DSHS Supply Process and guidelines regarding project management.
F. Submit ongoing progress reports to DSHS management, the Texas Quality Assurance Team, TxDOT and external stakeholders.
G. Other reasonable services as necessary to ensure that the tasks listed above can be successfully performed.

Experience managing application deployment projects in state government
Required
Project Management Professional (PMP) certification
Preferences:

Experience managing application deployment projects with project budget of $1 million or more.
Experience with DIR Project Delivery Framework
Experience managing application deployment projects for health care related systems
Experience managing application deployment projects in Texas State government
III. TERM OF SERVICE
Services are expected to start approximately October 1, 2009 and continue through September 30, 2011 and possibly beyond. This work order only covers the period that starts October 1, 2009 and may be extended starting September 30, 2010. Total estimated Worker hours shall not exceed 1,920 hours. T his service may be amended, renewed and/or extended providing both parties agree in writing to do so.
