Description

Department of Assistive and Rehabilitative Services (DARS) in Austin, Texas is a state agency responsible for working in partnership with Texans with disabilities and families with children who have developmental delays to improve the quality of their lives and to enable their full participation in society. DARS is one of several agencies under the Health and Human Services Commission (HHSC).

Currently, the Division for Blind Services (DBS) and Division for Rehabilitation Services (DRS) have separate case management applications. DBS uses a Web based application, TWorks. DRS is currently using a Client Server application, Rehabilitation Services System (RSS) in conjunction with a Buyer Support System (BSS). DARS is pursuing the development of a single data system to support both divisions. These applications collect the required information for preparing state and federal reports. Since these reporting requirements are often identical and the basic processing of the case management systems work is similar within both divisions, consolidation has provided the opportunity to implement one Web based case management system in DARS for consumer services. Work for this project includes analysis/design, development, implementation, and post-implementation.

The services to be provided include, but are not limited to the following:

-Drive the development of the DCSS through deep participation in the agile product lifecycle from the early planning stages through the release to our end

users.

-Take a holistic approach to the project, focusing not just on tactical details, but on the implications for the enterprise as a whole.

-Identify day-to-day problems, solve them and quickly jump back to "big picture" issues again.

-Review technical designs and drive resolution of design issues.

-Develop and review processes on an ongoing basis to gain maximum efficiency in terms of both time and quality.

-Work closely with the wider team to understand, analyze, and influence platform technologies and tools.

-Make day to day critical decisions which impact the scope and schedule of a release.

-Prepare short-range and long-range plans including: 1) Analysis and design, 2) Development, 3) Quality Assurance and 4) Testing.

-Analyze, organize, and integrate large amounts of complex, disparate information into clear, concise specifications, presentations, and plans.

-Solve problems for all aspects of the project (ie, cultural and change management issues, design issues, time/resource issues, etc.)

-Apply project development methodologies and provide project management services. Ability to make and "own" project management decisions even

when the decisions may be unpopular.

-Coach and lead a group of experts and managers who are often as knowledgeable as him/her.

-Manage overall project activities for both the business and/or technical perspective for a large department or corporate level software development or

integration projects through one full release cycle.

-Work independently as well as in a team environment functioning in virtual teams across multi-site locations.

-Use structured software development methodologies and standards and apply a strong understanding of software engineering standards/practices and

the fine points of the multiple technologies which include accessibility/usability for person with disabilities.

WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:

Years Skills/Experience

10 Successful management of application development projects with a budget of at least $2 million and duration of at least 24 months (reference

required).

8 Experience in project methodologies, change control techniques, risk assessment and status reporting.

8 Experience working, communicating and interacting with customers, end users, business partners, subject matter experts, high-level business

managers, vendors, and technical staff such as developers and others in Information Resources (IR).

8 Experience in developing project documentation such as project charters, development plans, risk management plans and communication plans.

8 Managing full software development lifecycle project(s).

Strong Strong communication (written/verbal), interpersonal and problem solving skills.

Strong Ability to assimilate input from many different sources and present concise recommendations.

Strong Competent in time management and problem solving.

Strong Skills in conducting/facilitating meetings.

Strong Ability to communicate technical concepts to professional and non-technical clients.

Strong Experience working in a team-oriented environment.

Strong Experience with: 1) case management processes, 2) programming languages such as C# and .NET languages and 3) Web UI design and utilizing

Web services.

Certification Required: Current Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Required: Bachelor s degree in relevant field.
