Description
The Subcontractor shall supply the appropriate technical expertise to apply the following project planning skills:

.Analyze actual and predictable interacting operational activities to obtain a quantitative, rational basis for decision making through the application of logic and scientific or economic disciplines and techniques.
.Devise modeling and measuring techniques;
.Utilize mathematics,
.Utilize statistical methods,
.Utilize engineering methods,
.Utilize operational mathematics techniques (linear programming, game theory, probability theory, symbolic language, etc.),
.Utilize other principles and laws of scientific and economic disciplines.

More specifically, the subcontractor shall supply the appropriate technical expertise to support Project Planning in accomplishing the items identified below:

.Perform Project Planning and Schedule Control in accordance with applicable process requirements and guidelines. The Subcontractor will support maintaining a Schedule Document in such a manner as to permit the orderly planning, organization, and execution of the work, including the recording and reporting of actual performance and progress, including plans to complete all remaining work.
.Develop and maintain the critical path
.Update and analyze progress and potential problem areas.
.Attend each weekly and monthly status/review meetings.
.Subcontractor must be proficient in computerized planning tools.
.Support program Risk Management
.Support preparation and review of monthly schedule package deliverables to customer.
.The subcontractor must be a strong team player who conducts business professionally and is willing (as required) to represent LMTSS with program leaders.

In the performance of these efforts, the Subcontractor shall work under the technical direction of the appropriate LMTSS Project Planning manager and/or technical lead.

At a minimum, the Project Planning Subcontractor personnel shall possess the following items/skills:

.An active DoD Security clearance (at least at the Secret level)
.A Bachelor's degree from an accredited college in a related discipline.
.Approximately 3-8 years of Project Planning experience with significant experience using computerized planning tools (Artemis experience is desirable)
.Demonstrated understanding of construction and IT development life-cycles and the ability to apply the knowledge.
.Advanced level of understanding in MS Excel, MS Access, and other MS Office tools.
.Strong communication and writing skills and the ability to interface with the Program Manager frequently.
.Ability to interface with other functional areas to ensure accurately modeled schedules.
.Ability to assess schedule changes, to determine schedule impacts, and to communicate the results to Program Office and other customers in a timely fashion.
