Requirement: 6638 Purchasing Buyer Location: Maryland Skills: Project Documentation Project Financial Administration Project Financial Development/Planning Project Logistical Support/Planning Project Operational Administration Project Plan Execution/Task Management Project Resource Deployment/Management Description: Scrub assigned regions for construction/site acquisition companies by tapping sources of information such as: local Lucent field people, customer, internet, other suppliers, etc. Conduct secondary research about these companies: internet, D&B, magazines, etc. Conduct primary research about these companies: supplier questionnaire, interviews, customer references, field references, personal visits to supplier offices (LSCA), pricing exercises with standard SOW (with Lucent) Present secondary and primary data to Lucent and agree on supplier selection criteria that the team would support 100%. At this point we are talking only about supplier selection for the supplier bench not for a project (with Lucent) Generate list of selected construction/site acquisition suppliers that can cover assigned region categorized by size and their ability to handle different size projects Create an instant key data source of information that can meet the needs of Luecnt. Usually when Luecnt needs a construction company they want to know their local experience, how many projects they have done locally, how many crews, what equipment they own, prices, etc. Agree with Luent on what this data is and then generate the database that can provide that data instantly. Support the contracting function by reviewing and improving services clauses in the contract and ensuring that we are protecting Lucent from construction risks. Help negotiate construction/site acquisition contracts Conduct bidding process and analyze bids together with Lucent Support early supplier involvement and evaluates supply chain alternatives when supporting the bid and proposal process and responding to customer bids. Conduct cost reduction workshops with suppliers Initiate and manage specific actions for the suppliers to reduce cost and maximize benefits by using cost and price trends, market data, and applications of the technologies, services and stakeholder requirements Visit markets on a regular basis to monitor supplier performance, talk to Lucent PMs and discuss supplier issues. Manage supplier performance monitoring program. Project Buying: experience buying materials and labor as part of a construction project team Project Management: experience conducting project management functions such as scheduling, cost control, quality control, preferably in the telecommunication sector Construction Estimating/Pricing: some experience with estimating tools using labor rates and as-built prices that include material and labor, preferably in the telecommunication sector Construction Supervision: has had some experience supervising subcontractors as a superintendent or field supervision Performance metrics: has had experience developing and implementing subcontractor performance programs Construction Contracting, experience negotiating these types of contracts Risk Management skills, especially in the construction area such as bonding and insurance Negotiating skills Supplier Management skills Site Acquisition Skills Procuring Site Acquisition Services for Wireless Cell Sites Working knowledge identifying sites to host wireless communications facilities Some experience negotiating lease and business terms with landlords Working knowledge processing applications for zoning and building permit approval to local jurisdictions Working knowledge of zoning practices and principles Excellent communication and computer skills, and must be a team player.
