Description
Business Analyst needed to create, maintain and refine detailed documentation and an up-to-date library of documentation related to the Florida Immunization Registry known as Florida SHOTS. Project deliverables will follow the Institute of Electrical and Electronics Engineers (IEEE) Standards and the Department of Health (DOH) Information System Development Methodology (ISDM) with the suite of Rational Unified Process (RUP) tools. The RUP Business Analyst is expected to create and maintain task level project plans. The project plan for each system release will be maintained and distributed at least weekly. Monthly and weekly status reporting is required, detailing accomplishments, issues and tasks in progress. The status report will meet Project Management Office standards, which include but are not limited to: * System documentation: requirements definition, use cases, issue analysis, change control, gap analysis * Cost and benefit analysis * Task level project plans * Meeting facilitation documentation * Enable necessary collaboration and documentation among business, development and testing teams to achieve clear and defined requirements. * Consistently use DOH Information Technology (IT) ISDM to include RUP tools and other products and practices in the development of documentation, and in support of enhancement implementation. * Conduct gap analysis, proof of concept, and other analytical events in support of business and technical decisions. * Support and work with BOI, project team, technical resources, and other projects as needed, to effectively develop, test and implement enhancements. * Follow DOH IT standards and practices to ensure the integrity and quality of project artifacts.

Requirements:

* Recent proficiency using RUP tools, to include: Requisite Pro, Clear Quest, Clear Case, Rational Rose, or similar products. * Proficiency in identifying and understanding problems and communicating the impact of the solution on the organization's business. * Proficiency and advanced ability in analysis and modeling techniques to adequately understand and document business and technical requirements. * Experience in application documentation through reverse engineering. * Proficient experience in system and business requirements gathering/ diagramming process flows, story-boarding, mapping, and use-case development. * Proficient experience in developing requirements traceability in an automated environment. * Proficiency with Microsoft Office Suite, to include: Project, Outlook, Excel, Visio, Word, and Power Point. * Knowledge of testing methodologies and documentation practices, and ability to contribute to requirements testability. * Experience and ability to facilitate and document requirements definition and use-case meetings with user and technical groups. * Strong communication skills. * Ability to work cohesively with functional and technical teams.
