Description

** TASK OVERVIEW**
The contractor will develop a series of complex statistical sampling and data reporting programs in the SAS software language that meet federal and state mandated welfare reporting requirements for Client. The resulting programs must be well-documented and designed to accurately produce all required samples and reports, efficiently accommodate large sample universes, and be maintained and modified by individuals with average SAS programming skills. It is anticipated that the resulting programs will need to be developed, tested, and implemented by late September mid October. Due to this deadline, the vendor should expect to
complete an intensive level of work during the beginning of the agreement, followed by work of a lower level of intensity through the end of the term.
The contractor will also provide training to enable clients SAS programmers to maintain and modify the SAS programs in order to produce the monthly samples on an ongoing basis.

B. CONTRACTOR RESPONSIBILITIES
Working with Vendor staff, the contractor will develop an integrated set of SAS programs that will:
1. Provide monthly TANF federal active and closed case universe files and samples from the Medi-Cal Eligibility Data system (MEDS). A maximum of nine sampling programs would need to be developed for the federal sampling system. It is anticipated that final federal TANF requirements will be available in January 2007.

These programs will:
a. Convert files from individual records to case records listing all members of the Assistance Unit (AU);
b. Create each monthly federal all family, two-parent, and closed case sample frames based on specified Clients aid and eligibility codes identified on the MEDS;
c. Create each the of the required federal samples;
d. Create custom sample-related output reports for sample validation and monitoring purposes; and
e. Meet other federal sampling requirements as needed.

2. Provide monthly Clients State active universe files and samples from the MEDS. This State sampling system will consist of the development of programs to sample a maximum of three samples for each of the 58 counties. Additional state sampling requirements may result from additional federal sampling requirements anticipated in January 2007. These programs will:
a. Create 58 county-specific case sample frames based on specified Clients aid and eligibility codes identified for the federal sample;
b. Create each the of the required county-specific state samples;
c. Replace state sample cases with federal sample cases based upon case number before finalization of county-specific samples;
d. Create custom sample-related output reports for sample validation and monitoring purposes; and
e. Meet other state sampling requirements as needed.
