Description
The Health Emergency roughly 20 existing applications that are used on a daily basis by staff for health emergency planning and response. Each application has its own login id and password. Some applications are internet based, some are intranet based. This project will develop the main portal screen, which includes a main operations panel; applications are selected from the dashboard icons and are then opened into the main operations panel window. In some instances, there are many applications that must be displayed as options in the sub-screens. The display of the dashboard is dynamic and is based on a users permissions/security. The consultant will be responsible for the programming of all front-end screens including screen validation.System Description: The Department of Health and Senior Services (DHSS) Division of Health Emergency Preparedness and Response (DHEPR), has identified the need to create an operational dashboard application which will allow them to view health related information from many existing applications. The information is used to make operational decisions regarding health resource allocation and reallocation as needed based on health operational fluctuations in response to natural and terrorist activities. The portal design is complete and the resource must support the design using Photoshop. More importantly, the consultant must program the front-end screens using HTML, DHTML, Javascript, JSP, Struts.This portal will be web-enabled and use the existing OITS programming standards, JAVA architecture and hardware infrastructure. These include JAVA J2EE (programming language), WebLogic (application server), Oracle (database), Crystal Reports (reporting), ArcSDE, ArcIMS all running on the NT platform. In addition, experience designing GIS based applications is required.

Requirements:

The scope of the project is to support the design and to program the front-end application.The contractor should have experience supporting dashboard application design and programming front-end web applications using java technologies. Excellent communication skills are required.Requirements: Senior Systems Integrator - Minimum five years experience designing and programming front end. Experience programming and designing situational awareness applications a plus. Minimum, three years experience with Dreamweaver, Photoshop, Javascript and DHTML. Must work independently and must have excellent communication and documentation skills.The selected consultants must sign a confidentiality statement and submit to a finger print background check.
