Job Title: Senior Associate Program Management (or Business Consulting)
Reports to: Director
Location: Downtown Washington, DC (Chinatown/Gallery Place Metro) 95% and Arlington (Courthouse Metro) 5%.
Employee Status: Regular, full-time
Travel: 5%

Job Summary:
  • The Senior Associate, Program Management plays a variety of project support roles. The Sr. Associate, Program Managers at Sapient typically will lead sub-tracks of work as part of a larger project and support Project Managers with day-to-day project activities. Sr. Associate Program Managers are involved with a project through all stages of the life cycle (planning, scope, development, execution, estimating).
  • This role is in the PM support team that provides program and project management support to the Enforcement Services Branch, providing IT systems development for the “Secure Communities” program and other projects within the Immigration Customs Enforcement (ICE) agency.
  • Primary skill set is to provide Business Analysis activities. Must have excellent writing skills.


    Responsibilities: The candidate will:
  • Assist with preparation of procurement documentation for IT projects (market research, acquisition plans, SOWs, etc.)
  • Conduct research and compose acquisition support documentation to fulfill Acquisition Directive (AD-102) requirements as mandated by Department of Homeland Security (DHS)
  • Track project and acquisition financials, prepare requisitions, burn rates, and other related documentation
  • Develop and provide presentations to the Chief Information Officer (CIO), Congress, and related business customers on a variety of issues including, but not limited to status of current program releases and milestones on IT projects, spend plans, and modular costs
  • Prepare project management review documentation for the CIO and Division Directors at ICE
  • Update and maintain project charts with financials, risks/issues, timelines for deliverables, and accomplishments
  • Collaborate with business customers for appropriate systems lifecycle gateway reviews and approvals
  • Coordinate with business customers for ah hoc Congressional responses regarding IT systems
  • Assist with identifying, mitigating/resolving, and monitoring Program/Project technical Risks and Issues.
  • Assist in the evaluation of Technical Change Requests (CRs) and other CRs that have implications to technical performance of the projects.
  • Background in law enforcement would be desirable.

    Requirements:
  • Must be a U.S. Citizen
  • Eligible for U.S. Government Clearance (DHS).
  • A background in information technology (IT)
  • At least 5-7 years of experience in IT, software development, and/or software applications maintenance; 1-3 years of which in support of the Federal Government. Experienced Team Member (3-5 years of consulting experience)
  • Experience with in the Information Systems Life Cycle (Planning, Requirements, Design, Development, Testing, Deployment)
  • Functional/Analytical skill set
  • Experienced in completing Systems Lifecycle Methodology (SLM) deliverables (e.g., Project Management Plan, Project Schedule, System Requirements Document, Detailed Design Document, Test Plans, Deployment, Release Plan)
  • Experienced in working in a Project Management Office
  • Experience with Procurement and/or Acquisition process
  • Strong communication and written skill set.
  • Ability to translate general concepts and business needs into detailed requirements.
  • Detailed oriented


    Experience Guidelines:
  • PMP desirable
  • Knowledge of DHS D-102 Acquisition Review Processes
  • Experience in Law Enforcement or Criminal Investigations (highly desirable, a major plus)
  • Experience managing small teams


    Education:
  • Bachelor’s Degree required from accredited college or university
