Description
POSITION SUMMARY: The Systems Business Analysts are responsible for providing systems business analytical and technical support to IT development projects. The SBAs are also responsible for all IT production readiness activities related to the transition of major projects from the development phase to a production environment. KEY ACCOUNTABILITES: - Assist in the definition and documentation of business requirements associated with projects and system modifications. Work with the project team to discover, analyze and discuss best business practices as they relate to the business requirements. Participate in requirements gathering sessions with customers, IT staff, and partners/vendors. - Work with vendor(s) and the business team to review and evaluate business requirements for business value. Ensure that the project aligns with the business direction. - Review requirements document to identify and document any EAI messaging requirements. Support EDS with the message design requirements. - Provide highly skilled system business analytical support to IT development projects. Provide guidance, direction and support to business units with regard to technology, system development and implementation of new systems. - Assess system issues associated with projects, modifications, and corporate-wide initiatives. Provide technical expertise to ensure that systems meet customer needs, integrate well with all other systems and support the delivery of the expected value. Provide analytical support to the assessment of issues and the evaluation of solutions. - Participate and provide input in the technical assessment/design. Work with vendors to develop technical solution, and user interfaces. Ensure that the technical infrastructure is in place to support delivery of system capabilities. - Work with the technical lead in the review of technical design by analyzing and recommending system performance enhancements and ensuring that system designs are practical, cost justified and meet all requirements. - Utilize the appropriate combination of business knowledge, system knowledge and technical skills to contribute to the successful delivery of IT development projects. - Evaluate current operating environment with the objective of creating opportunities to streamline system performance. Ensure that the SLC requirement determination process is followed to define project scope. Utilize the change management process for changes in scope. Provide project problem/opportunity statement. - Ensure that the project follows appropriate standards, policies, processes and procedures. - Assess the operational readiness of major capital project deliverables as they transition from the project phase to production. Work with the Project Managers to ensure that all project documentation is completed and approved by the appropriate parties. Ensure that walkthrough procedures are followed. - Ensure the smooth transition of new systems from the development phase into the production environment. Ensure that the operational processes required to support the project in production are documented, reviewed, accepted and in place in advance of the implementation date.

Requirements:

TECHNICAL/KNOWLEDGE SKILLS: - Broad knowledge of System Development structures and protocols as defined by System Life Cycle methodologies. - Good overall understanding of core operating systems in support of claims processing, enrollment and billing, financial applications, customer relationship, provider service and medical management activities. - Systems development experience, including working with business owners in defining detailed requirements, working with technical staff to review technical design documents and supporting overall implementation activities. - Familiarity and experience in system development activities within mainframe, client server and web environments. - Experience with MS Office (Word, Excel, Access, and PowerPoint), MS Project and Visio. - In-depth knowledge of health care and insurance products and service delivery systems.
