Description
Top level technical expert in one or more highly specialized areas of applications systems analysis and programming. Acts independently under general direction. Provides technical leadership on complex projects. May act as an expert in business or functional area. Formulates/defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Responsible for program design, coding, testing, debugging and documentation. Has full technical knowledge of all phases of applications systems analysis and programming. May be responsible for multiple phases of a project. May have duties instructing, directing and checking the work of other applications systems analysis and programming personnel. May have quality assurance review responsibilities.

Basic Requirements
Level of knowledge ordinarily acquired through one or both of the following:
1. Completion of Bachelor's degree in MIS, CS, etc. and/or
2. 5 - 7 years of increasingly responsible professional experience, preferably in applications programming, specifications, system analysis, system design and system testing.
Possesses and applies a comprehensive knowledge of particular field of specialization to the completion of difficult assignments. Has well-developed leadership qualities.

Additional Requirements
Object Oriented analysis and design experience is required. Relational Databases (DB2, Oracle, SQL Server) design, and 1+years RUP and Rational Rose Modelling experience.


Additional Requirements
HTML, ASP and client side scripting (JavaScript) experience required. Graphical design experience. 1+ years of MS.Net development experience is desired. Experience with the following is desired and a definite plus: Visual Studio .Net and IIS
