Senior Project Manager (Permanent)
$76,278-$100,000 salary + 8% annual bonus at target
Washington, DC.

xScion Solutions, LLC is a leading IT professional services firm in the Washington, DC area supporting firms with their consulting and permanent hiring needs. We are currently supporting a large healthcare insurance company with some of their key hiring needs and are looking for a strong Sr. Project Manager.

NOTE: Candidates must be local to the Washington, DC area and have US work authorization - US Citizenship, Green Card or EAD. No exceptions.

1. 60% Project Management:
Manages projects, develops and directs technical project teams through all SDLC phases

Determines Project goals and priorities.

Creates all project planning documentation

Motivate the cross functional project team.

Directs/leads project teams comprised of subject matter experts, technical specialists, and support staff

Prepares, implements, monitors, and updates the project plan. Coordinates with the business owner and upper level management.

Participates in change control

Applies Project Management Methodology and CMMI level 3 Framework of industry best practices.

Works with project tools and reports project status and executive reports

Develops project schedules with the appropriate Work Break Down Structure.

Oversees the design, construction, testing, and implementation

Negotiates Statement of Work/Scope

2. 15% Project Monitoring and Control/Risk Management:
Analyze risks, establish contingency plans and identify trigger events and responsibility for initiating mitigating action. Gather stakeholder input, rank the top projects risks in terms of total impact.

Manage change and communicate risks.

Facilitate regularly scheduled project meetings.

3. 15% Staff Management:
Provides direction, prioritization and motivation to project team staff. Manages a matrix staff of 8-20, scalable to Corporate Initiative.

Manages resource assignment and tracking to the project plan and project schedule

4. 10% Budget Management:
Manages the Project Budget with overall budget accountability for up to $4 million per year.

Provides Finance with monthly accruals and forecasts.

Provides regular updates to project sponsor and stakeholders on the status of the budget.

This position is subject to Level 6C security requirements.

Qualifications
- Required: This position requires a four-year degree in CIS/MIS or equivalent experience of 3 - 5 years of related IT project management experience in a large scale, cross functional, multi-system environment.
- Out of the 3 - 5 years required, at least 2 years in a combination of the following:
* Progressive broad-based information systems Project Management experience (which could include consulting) with state-of-the-art hardware and software systems is desirable; knowledge and implementation experience in new computing architectures and networked computing structures.
* Experience in execution of multiple related development projects simultaneously, particularly as Project Manager on systems development, with working knowledge of Systems development lifecycle and the Project Management Lifecycle

Abilities/Skills:
- Leadership skills including: coaching, organizing, integrating, directing, controlling and motivating.
- Ability to effectively adapt to rapidly changing technology
- Experience managing and delivering Business and IT centric projects using (where appropriate) leading-edge technology, and older legacy systems.
- Solid teamwork and interpersonal skills, with the ability to communicate and persuade customers, employees, and management at all levels and thrive in a cross-functional environment.
- Excellent oral and written communications
- Exceptional project management skills
- Ability to analyze project needs and determine resources needed to meet objectives
- Strong analytical, problem-solving, and conceptual skills.
- MS Office proficiency.
Preferred: Undergraduate degree preferred. Prior Health insurance industry exposure, specific experience with successful project implementations.
