Description
1. Review and validate SUCCESS functional and business requirements,2. Perform detailed analysis of the SUCCESS application's performance for COBOL, JCL and database issues,3. Lead the creation of a Remediation Plan to address design and performance issues and (if necessary redesign of the system),4. Develop logical and physical data models using an information engineering (IE) methodology, rules of data normalization (i.e. 3rd normal form),5. Lead the technical efforts identified in the Remediation plan,6. Schedule and facilitate design and code reviews of all application and database changes,7. Lead the creation and execution of test plan/cases to ensure redesign and/or modifications adhere to SUCCESS and OIT development and database standards.8. Serve as Technical Lead and provide technical advice and guidance to the SUCCESS team and insure SDLC methodology is met,9. Work closely with OIT Architects and DBA's in executing the Remediation plan,10. Update appropriate SUCCESS documentation and other appropriate documentation,11. Insure the application is HIPPAA compliant for Access Control and Audit Controls,12. Develop and execute Service Level Agreements (SLA's) with customers and other OIT departments, and13. Participate on the SUCCESS Project Team - attend meeting, provide weekly status, complete action items, identify issues and risks with resolution in a timely matter. Required Skills:

Requirements:

Five years + extensive experience in Health & Human Services COBOL mainframe eligibility applications. Five years + extensive experience in archiving Health & Human Services database information. Five years + extensive experience in implementing federal mandate mass modification within a Health & Human Service eligibility application. Five years + extensive experience in designing interfaces to Federal funded COBOL systems such as Child Support, Medicaid, and Child Care,. Five years + extensive experience in mainframe applications development, SDLC, and information Engineering (IE),. Five years + experience in OLTP implementation systems,. Five years + extensive experience in re-engineering complex mainframe application systems,. Three years + experience in reverse engineering of legacy databases including non-relational databases.. Five years + experience in DB2, or mainframe database. Five years + experience COBOL, DB2, MVS, CICS, Microsoft Windows and NT, or mainframe online TP systems.. Strong analytical, technical writing and verbal communication skills as noted above. References as indicated in Other Coments below Minimum Years of experience needed for required skills: 5 Preferred Skills: . Proficient in Microsoft Office 2000, Visio 2000, Access, Internet Explorer, and Groupwise.. Bachelor Degree in Information Technology, Computer Science, Business, or other science related area or equivalent experience.
