Description
Major responsibilities:

Providing technical expertise across business and technology functions
Coordinating the assessment of emerging technologies. Evaluating and recommending new products or tools for the organization and/or agencies.
Developing cost-benefit and risk analysis and presenting options to GTA and/or state agency teams.
Designing innovative solutions using new technologies; recommending short-term alternatives and reviewing proposed designs at key milestones and approves additional efforts.
Partnering with the GTA Architecture team to define and communicating long-term technology strategy and planning for the GTA and/or state agencies.
Researching advanced technology trends in broad technology areas. Identifying emerging trends and initiates research projects for team members
Acting as a subject matter expert for various project teams and for GTA and state agency leadership.
Managing the technical aspects of Requests for Proposals and proposals. Leading the technical evaluation of vendors.
Gathering and analyzing data from various sources such as state agencies and vendors to recommend strategies.
Assist business units in expressing their needs in terms that can be used to generate valid requirements
Help business units identify technology solutions with the potential to improve business processes.
Work with stakeholders as well as technical and analytical counterparts to define constraints, and develop requirements and concept of operations documentation
Identify technical risks and develop mitigation strategies. Provide assistance to project or program teams.
Record lessons learned, processes and procedures, and other pertinent quality topics in appropriate formats.
Identify potential environmental impacts on systems
Validate system elements and requirements.
Survey products and technical infrastructure as part of the system selection process. Assess system designs to validate them against expected technical parameters.
Identify hardware and applications needed to complete the development process.
Develop and implement test plans for commercial off the shelf (COTS) and custom developed systems .
Ensure all product and administrative documentation is completed and maintained in order to ensure continuity and historical reference.
Helping the state develop an enterprise architecture framework.
Ensure deliverables meet all relevant quality and security standards.

Preferred Qualifications:

Deep level of understanding of information systems, networking theory, enterprise architecture, and technology standards.
Demonstrated ability to troubleshoot and problem solve technical and non-technical issues (e.g. equipment, systems , networks, computer operations, cover issues etc).
Previous consulting experience.
Demonstrated technical hands on experience in systems, networking, development, Web, and operational environments
Experience developing and implementing systems
Detailed knowledge of the system development life cycle
Detailed knowledge of the project life cycle and acquisition process.
Ability to demonstrate skill at implementing technology enhancements and process improvements
Ability to do gap analysis on various technical areas including but not limited to operating systems, applications development, networking, and Web.
Knowledge of a broad spectrum of programming languages and experience with programming tools.
Knowledge of object-oriented concepts and modeling tools.
Ability to gather information for business case development.
Knowledge of design concepts.
Experience developing standards, procedures and policies.
Demonstrated experience in developing detailed technical documentation
Demonstrated ability to identify, analyze, define, and coordinate user, customer and stakeholder needs and translate them into technical requirements
