Essential Qualifications for All Personnel. All positions for this contract are located in any of 19 separate locations around the Pacific Rim. The majority are in Korea, Japan, Guam, Okinawa, Singapore, Diego Garcia, with some in Alaska and Hawaii. All personnel assigned to this contract shall possess the following qualifications:
Familiarity with current technologies related to small computers, COTS software for word processing, spreadsheet operations, and other utilities; operating systems (preferably UNIX/Solaris, Microsoft Windows and Windows NT, and Macintosh System 9), network functions, system administration, database management fundamentals. Ability to work in the military environment where the contractor is expected to work closely with, and as part of, a military team to meet the organization's mission objectives. This environment includes remote sites throughout the Pacific Rim. Ability to travel overseas or to the CONUS on temporary duty assignments. Ability to wear Mission-Oriented Protective Posture (MOPP) equipment and participate freely in the DOD innoculation program.

Wartime Essential Personnel Designation. Personnel positions designated in task orders as Wartime Essential are required to continue performance under contingency and wartime conditions. Full-time positions in Korea, except trainers and KASC support, are Wartime Essential. Personnel will execute contractor contingency plans for those tasks that have been identified as wartime essential to provide reasonable assurance of continuation during crisis conditions.

Analyzes and develops plans and designs for C4I network, FP and contract logistics support (CLS) capabilities. Performs systems requirements analysis and cost/performance trade studies. Prepares cost estimates and makes acquisition recommendations. Develops integration and implementation plans and schedules. Evaluates and makes recommendations concerning Commercial and Government Off the Shelf (COTS/GOTS) hardware and software applications. Monitors status of projects, prepares milestone status reports, and presents status to program managers and client staff. Provides technical and administrative direction for contractor personnel responsible for systems installation, testing, administration, maintenance, and programming. Provides operational and maintenance support of intelligence networks to include System administration, troubleshooting and repairing of existing systems and networks. Provides support to install and upgrade C4I and FP architectures as directed by the government. Requires at least a Bachelor's degree in engineering, computer science or a related scientific field and 10 years experience in C4I and FP related activities. Also requires knowledge of network protocols, including TCP/IP, ATM, NetBEUI, and SMTP; experience with routers, gateways, FDDI, Microsoft Windows NT, and UNIX operating systems; state-of-the-art knowledge of World Wide Web, IntelLink, and intranet technology, processes, and applications; current knowledge of DoD Information Security Policies and Programs for COMPUSEC and INFOSEC, multi-level security, and emerging information warfare concepts; understanding of military operations, organizations, and operational information requirements in peacetime, crisis, and war. Must be familiar with Combat Intelligence System (CIS), Client-Server Environment (CSE) and other similar Air Force intelligence Systems.

The senior systems engineer shall provide systems engineering technical services to include, but not limited to, advanced and complex analysis of network and system performance to include the advanced evaluation of network architecture design and configurations with specific expertise in network data transfer protocols and network management tools. The senior systems engineer shall be capable of designing, recommending, and implementing resolution of complex hardware and or software solutions of multiple operating systems to maximize network performance. The Senior Systems Engineer (SSE) shall also provide technical services to include, project management, systems management, knowledgeable in system interoperability, configuration and operational capability and limitations, basic COTS software integration, and provide site surveys as required. Services may also include recommendations and solutions for the QAP regarding hardware life cycle support, sustainment, sparing, upgrades, enhancement, and/or other contractor
