Description
GTA has challenging and exciting opportunities to join our team in GTAs Solutions Development Division in the Development unit. The Development unit performs application development, maintenance, and support for the georgia.gov enterprise portal and interoperability platform, provides maintenance and support for Georgia's legacy web environment, and supports systems for small agencies.

If hired, you will work in one of the following areas:

Application Development and Support
Enterprise Tools and components
These positions are key members of the team and will report to management of the e-Development unit. You will perform day-to-day work activities (e.g., analysis, design, testing, code reviews, installation/build planning, release planning) with small development teams (two to six developers) in building and deploying solutions used by multiple state agencies.

You should have a strong background in enterprise applications or content management system development as well as possess strong analysis and communication skills. GTA is seeking individuals preferably with process management experience who can help GTA implement formal change management processes and managed release cycles.

You must possess a comprehensive knowledge of software development methodologies, especially for multi-tier application development. You should have sharp analytical skills on complex portal and reporting applications with component-based or service-oriented technologies.

You must also be able to produce deliverables on schedule, provide updates to management and mentor staff to the program enhancements you deliver.

Major responsibilities:

Consult in the project planning process with clients, architects and team members.
Develop a formal system development life cycle (SDLC) environment or modify a formal SDLC process.
Perform requirements elicitation, documentation and management.
Develop data and process models.
Analyze customers business requirements and develop proposals for technical solutions that may include using existing technology, developing an application in-house, purchasing vendor software, etc. Consider return on investment (ROI), industry best practices, reusability, customer budget, and GTAs strategic direction when developing proposals.
Develop work products in support of project work , e.g., process decomposition diagrams, data models, data flow diagrams, entity relationship diagrams, state diagrams and including them in SDLC documentation.
Perform analysis, design, development, integration, and enhancement of software; provide subject matter expertise and technical direction to major projects.
Perform event and data modeling.
Model and design service processes, design and document service architecture, develop software specifications, define testing strategies, and devise procedures to solve problems.
Develop conversion and migration designs.
Develop software specifications, recommending development of new code or reuse of existing code; interface with architects.
Provide the definition, development, or modification of software modules or enterprise-wide software systems. Assist in defining guidelines and standards for software development/integration.

Experience/Skills
One year experience developing business cases and/or RFPs OR two years experience as a business analyst developing requirements.
Three years of experience developing, maintaining and supporting software applications
Bachelors degree in computer science, computer information systems, software engineering or other technology-related field from a accredited four-year college or university or equivalent work experience.


Experience with Rational products (Rational Rose, Requisit-Pro, etc.).
Experience developing and deploying a new SDLC
CMM and/or PMI experience or certification
Experience with BPWIN and ERWIN
Experience with Java/J2EE development
Three years demonstrated experience in client-server environments


Other desired skills:
One year experience developing business cases and/or RFPs OR two years experience as a business analyst developing requirements.
