Job Summary:

Responsible for providing technical leadership with business areas, project teams and IT technical teams, as well as outsourced vendors to ensure high quality application design and delivery services. Assists in establishing standards and guidelines. May manage resources and mitigates risk through multiple environments. Focuses on leading technical teams on projects of a complex to highly complex nature.

Accountabilities:

1. Oversees work on large project initiatives to define scope and application integration points, ensuring consistency of design approach.
2. Leads conceptual design of applications focusing on user experience, navigation in applications or on complex transactional applications, interfacing with architecture to create overall designs.
3. Leads technical staff on large project initiatives involving many varied factors including new technology implementation and/or system integration.
4. Participates as a highly technical expert in design, development, coding, testing, and debugging new software or making significant enhancements to existing software.
5. Leads project teams to understand highly complex software problems that must be organized, interpreted, and considered, and are of a major scope with many assumptions made.
6. Coordinates and leads staff to implement recommended performance application enhancements. Interfaces with Engineering and Operations departments ensuring application performance and capacity and that SLA’s are developed and met.
7. Leads product support effort including release management, planning, environment setup and support, and install coordination. Develops standards and guidelines, coordinates training efforts, and reviews solutions for appropriate product utilization and adherence.
8. Leads user group activities, provides support on product related issues and assists with the management of the vendor relationship. Manages the application portfolio.
9. Provides training in areas of new technology to teams or individuals. Establishes standards and shares expertise and experience to assist other team members.
10.Participates during strategic discussions leading to formalized requirements.
11. Reviews and approves program specifications.
12. Creates and maintains technical and architectural documentation.
13. Consults with business areas, IT cross-divisional technical resources and external customers regarding system scope, objectives and solutions.
14. Leads quality assurance review of major projects and the evaluation and documentation of team procedures. Coordinates activities for test environment setup and maintenance.
15. Assists the manager with resources and staff assignments, interviewing for staff and consultants, and providing performance feedback on employees.
16. Assists in the development of SLA’s.

Required Qualifications:

1. Bachelors degree in Computer Science or related field and minimum of 8 years related experience. If no degree, then a minimum of 12 years of related experience.
2. Demonstrated ability to lead projects and design comprehensive IT solutions for complex/highly complex business problems.
3. Demonstrated ability to lead projects involving new technology/system integration
4. Recognized authority on technical, business and industry knowledge.
5. Superior analytical, PC and problem solving skills
6. Superior oral/written communication and presentation skills
7. Demonstrated ability to lead, influence and motivate individuals and teams.
8. Superior communication, human relations and consultative skills to effectively interact with upper management and peers, and manage external vendors.
9. Demonstrated broad understanding of standards and deliverables to ensure the integrity of the development process and to make recommendations and/or implement new standards
10. In-depth knowledge of multiple systems internal to department as well as cross-organizational applications.
11. Proficient in the use of documentation tools.

Preferred Qualifications:

1. Superior level of understanding of multiple BCBS business areas.
2. Technical Certification
3. Participation in user groups (ACM, IEEE)
4. Websphere Portal development and configuration experience,
5. Service Oriented Architecture experience, experience with content management (Stellent preferred), experience mentoring experienced Java developersdf-tc
