Staff Requirements
The individual hired must meet the following minimumrequirements:
Ø Contractors will be required to complete this workon site,
Ø Demonstrated leadership ability,
Ø Demonstrated self starter,
Ø Excellent verbal and written communication skills,
Ø Ability to communicate effectively with technicaland user staff.
Preference will be given to candidates with demonstratedknowledge of and experience with the following:
Ø Ability to communicate effectively with technical,private health care providers, and should be good team member
Ø Demonstrated experience and expertise in theimplementation of HL7 Laboratory interfaces,
Ø Demonstrated experience and expertise with theQuovadx Cloverleaf Integration Broker Hardware and Software, specifically;
o Extensive understanding and experiencewith TCL coding
o Experience with TCL libraries
o Experience in ODBC calls
o Experience with Cloverleaf commands andXML
o Experience and understanding of HL7segments
Ø Demonstrated skills in multi-tasking and managementof complex processes,
Ø The following knowledge and experience will bebeneficial:
o Understanding of general health careconcepts,
o Understanding of strategic planning,
o Understanding and experience withconsensus building.
Objectives
The objectives of this project include the following:
Ø Facilitate the process of ELR in accordance withAdministrative Code 64D-3,
Ø Create rules and defined transformation logic for aspart of translation of HL7 messages to SQL 2005 databases,
Ø Appropriate programming for various ELR feed sourcesto facilitate needed data conversions,
Ø Ensure optimized flow controls from messages todatabase destinations,
Ø Contribute to the strategic planning for long termimplementation of ELR
Ø Evaluate, Troubleshoot, and Monitor the ongoingoperations of ELR,
Ø Communicate problems and resolutions to the ELRstakeholders across the Divisions
Deliverables
Deliverables will include but are not limited to:
Ø Create all operationally needed message brokerfunctions for ELR trading partner laboratories,
Ø Maintain a interface specifications documentconsistent methodologies and standards,
Ø Work with the ELR Stakeholder working group and theDivision Information Officer, to develop a detailed implementation plan,
Ø Create clear and complete reports of all externallaboratory activities and communications.
Constraints
Ø Operations must be aligned with establishedprocedures,
Ø All activities and communication involving countyhealth department resources and external laboratory partners must adherespecifically to Administrative Code 64D-3,
Ø All communication outside of the ELR Stakeholderworkgroup must be approved in advance by the Division Information Officer andthe appropriate surveillance stakeholder,
Ø This position will report to the Division of DiseaseControl Information Officer and all work must be completed on site.
