Job Summary:
The Senior Business Systems Analyst is a business specialist and a technology analyst who leads the analysis of user requirements and makes a significant contribution to the design of systems to support business processes.

The primary function of the Senior Business Systems Analyst is to lead and coordinate the business aspects of analysis, design and proper specification of a newly created, customized, fully functioning systems and/or delivery of enhancements for an existing system.

The Senior Business Systems Analyst will be involved in identifying, developing and documenting requirements and detail functional specifications and will usually participate in prototyping and design activities along with Information Architects and Senior developers. The Senior Business Systems Analyst will be responsible for getting all stakeholders on a common set of requirements and functional specifications.

Responsibilities:

1. Ability to identify clinical requirements in terms of clinical management information needs utilizing Data Warehouse.

2. Possess detailed knowledge of clinical functional requirements. Ability to understand business needs from both a functional and technical perspective and translate it to support clinical information analytic solutions.

3. Gather and document business objectives, requirements and functional specifications from end-users; perform impact analysis on change requests; document key issues; present alternatives and make design recommendations.

4. Actively participate in the data and process modeling with IT.

5. Perform functional testing, including establishing test plans and procedures, document test cases; verify and validate data per specifications, document anomalies and resolve issues.

6. Document work according to documentation standards.
7. Develop solutions to assigned tasks that combine knowledge of business and technology processes and issues.
8. Research, inform, and recommend opportunities to apply appropriate business and technology solutions to areas of assigned responsibility.

9. Facilitate priority setting and broker contracts on behalf of customers.

10.Possess systems analysis experience with project management or supervisory duties.

11. Ensure that the delivered system meets end users requirements.

12. Support project manager in tailoring the project.
13. Coordinate implementation strategies with IT.

14. Review work of team members and provide quality control for the overall project.

15. Anticipate most situations that could occur; recognize unexpected situations when they occur, deal effectively with urgent issues and recommend actions to deal effectively with long term issues.

16. Define test plans and perform functional testing, including establishing test plans and procedures, document test cases; verify and validate data per specifications, document anomalies and resolve issues.

Minimum Qualifications:
1. Bachelors degree in Computer Science, Health Care Administration, Business Administration or related field or equivalent experience.
2. Five years of recent and relevant work experience,
3. Significant knowledge and experience with at least one Business Unit (e.g. Actuarial,
4. Demonstrated ability to learn computer languages and software application packages.
5. Knowledgeable in tools and techniques of system development lifecycle.
6. Experience and knowledge in newer computing architectures and implementation of networked computing structures emphasizing the PC; experience with intranet development and implementation.
7. Technical knowledge and ability to express complex technical concepts in terms that are understandable to the business.
8. Strong problem definition, analytical and problem solving skills; is self-motivated.
9. Strong oral and written communications skills including technical writing.
10. Knowledge of the health insurance industry.
11. Ability to be a team player, flexible, friendly, collegial, and enthusiastic.
12. Capacity to manage tasks and time and full understanding of project management concepts and skills.
13. Possess estimation, budgeting, negotiation and resource management skills.
14. Ability to identify clinical requirements in terms of clinical management information needs utilizing a Data Warehouse.

Additional Qualifications Preferred:
1. Previous experience in business process re-engineering or process improvement.
