PROJECT: Human Services Projects (New Castle, DE)
SEGMENT: Operations Systems
POSITION REPORTS TO: Manager - Human Services Operations Systems

FUNCTION/EDUCATION/EXPERIENCE:
The Sr. Business Systems Analyst is responsible for the gathering and documenting of business requirements, and development of the automated system solution from a business perspective. The Analyst will work with the System Architect on identifying and clarifying technical requirements for the development and implementation of automated solutions. This person will interface with Human Services Operations Management and Staff in understanding business needs, improving operational efficiency, and resolving technical issues. The Analyst will serve as an interface between engineering staff and project staff.

The successful candidate will have a Bachelor's degree from an accredited college or university in business administration, public administration, computer science, statistics, or a related field; Masters* degree is desirable; experience using the Unified Modeling Language (UML); strong knowledge of the PC and related software is required. The Analyst must be able to assimilate and analyze data to solve problems quickly and accurately; demonstrate strong analytical/statistical skills; proficiency in Microsoft Word, Excel, MS Project, PowerPoint, Access, and other computer software applications; and the ability to travel up to 25% nationally. In addition, this position requires excellent organizational, interpersonal, written, and verbal communication skills; ability to perform comfortably in a fast-paced, deadline-oriented work environment; ability to successfully execute many complex tasks simultaneously; and ability to work as a team member, as well as independently. Ideal candidate would have knowledge of state government.

JOB RESPONSIBILITIES:
Serves as a primary point of contact with operations project staff and/or clients to define the business and technical requirements of assigned projects.
Acts as primary liaison between project business staff and technical staff.
Responsible for gaining a detailed understanding of components of the business and translating that knowledge into the requirements for systems or processes
May lead area of requirements development including work plan development and task, timeline, and resource management.
Defines and documents data file extracts, automated process flows, and report structure, image, and content to support application development, enhancement, and maintenance.
Performs workflow modeling, process modeling, and logical data management.
Evaluates and recommends enhancements to increase application efficiency and reliability.
Support the testing of application processes and participates in design walkthroughs.
Leads and assists with ongoing system support activities to address requested changes and enhancements.
Performs other duties as may be assigned by management.
