Under general direction from the Manager Shared Application Services, the SR Systems Analyst will work across the full systems development lifecycle focusing on the Analysis and Design phases. Will provide leadership and guidance to IT Business and Systems Analysts responsible for project based requirements and technical design processes and documentation. Responsible for leading cross-functional IT teams, in a Matrix environment, to develop and deliver project estimates through complex processes involving business users and all areas of IT. Additionally will lead a team or teams responsible for the design, development and ongoing evolution of application team related methodologies and standards. Mentors and provides direct feedback and coaching to Systems Analysts on design activities, including but not limited to process adherence, business requirements/functional specification translation, customer interactions, facilitation skills, analytical skills, solution development, technical documentation, etc. Provides comparable feedback to applications manager for coaching and review purposes. Performs quality assurance reviews ensuring that Technical Design Specification artifacts are complete, of high quality and adhere to establish standards. Designs and implements processes, training, and tools to develop the core competencies of Systems Analysis staff in the areas of interviewing techniques, solution evaluation, facilitation skills, presentation skills, development of technical design, and prototypes. Will require ability to work with Business Analysts relating to Requirements activities, including but not limited to process adherence, customer interactions, interviewing techniques, facilitation skills, analytical skills, documentation, etc. Must also possess the ability to perform quality assurance reviews ensuring that Business Requirement and Functional Specification artifacts are complete, of high quality and adhere to establish standards. Develops, implements and leads processes aimed at developing IT estimates for corporate and IT led projects, as well as complex service requests. Leads and manages a cross-functional team of IT analysts to deliver complete and credible IT estimates. Use strong business communication skills to understand and interpret business (& functional) requirements into practical, high-level IT designs/solutions. Leads meetings with sponsors and stakeholders to initially assess corporate initiatives, including the definition of project scope, project goals, customer expectations, IT deliverables, key assumptions and key constraints. Prepares Business Requirements Summaries in support of the estimation process. Leads a cross-functional team responsible for the ongoing review of processes effectiveness, develop and recommend improvements, and implement changes focused on the evolution of requirements and design standards. Other related duties as assigned by manager. POSITION QUALIFICATIONS Minimum Education: ` BA or BS in computer science, information science, management information systems, or business administration or equivalent combination of education and experience. Minimum Experience: ` A minimum of 7 years of systems analysis experience, 3 of which should be in a lead role. A minimum of 3 years of business analysis experience, including requirements engineering. Experience in the insurer side of health care and an understanding of health care business/delivery process highly desired. Required Skills: ` Demonstrated leadership abilities, experience in managing technical staff and mentoring development. ` Advanced knowledge and experience in structured business analysis, systems analysis and design. ` Experience in multiple software design methodologies, including but not limited to service-oriented architecture (SOA). ` Experience in system design and development in multiple technologies/languages. ` Proven analytical and creative problem-solving abilities. ` Excellent oral and written communication skills. ` Strong interpersonal skills. ` Proven ability to multi-task in a high-pressure environment. ` Exceptional customer service orientation. ` Highly self-motivated and directed. ` Experience with systems analysis and design techniques; expertise with the Microsoft suite of tools including Word, Excel, Visio and PowerPoint.
