Description
The State Accounting Office (SAO) was created by Executive Order effective October 6, 2004 within the Executive Branch of State Government. The State Accounting Office is responsible for statewide accounting and reports to the Governor's Chief Financial Officer.

The State Accounting Officer, head of the SAO, is responsible for implementing statewide accounting policies, procedures and practices. The SAO is responsible for the uniform classification of accounts to be used by all State entities and is responsible for the management of the state accounting and payroll systems. State uses PeopleSoft software. This office is also responsible for developing the state's financial reporting and preparation of the state's Comprehensive Annual Financial Report (CAFR).

In the creation of this new state function, the SAO is recruiting for the position of Section Director for Financial Reporting. This section will be responsible for the development of the state's financial reporting, interim reports on the financial condition of the state, budgetary compliance reporting and reporting in accordance with generally accepted accounting principals.

This position is responsible for managing, planning and coordinating all personnel and tasks necessary to prepare the State of Georgia Comprehensive Annual Financial Report (CAFR). This position is also responsible for oversight of the Accounting Procedures Manual issuance and updates, and for oversight of the processes and personnel utilized to produce the various compilation reports of State salaries, travel and per diem and fees. This position is also responsible for providing technical advice to clients and staff pertaining to generally accepted accounting principles, state budgetary accounting procedures, and state and federal financial laws and regulations.

The successful candidate will lead the Reporting section and will be responsible for the following:
? Preparation of the CAFR and other financial and budgetary reports.
? Preparing, presenting and interpreting interim financial reports and data.
? Preparation of the Federal Single Audit Report.
? Research pertaining to accounting principles (including GAAP, state budgetary and federal regulations).
? Providing technical advice to clients concerning accounting principles
? Preparation of the Accounting Procedures Manual
? Formally responding to GASB exposure drafts
? Updating State reporting for new legislation
? Implementation of complex accounting principles and changes
? Assist with the development of bond issuance documents as required
? Assist SAO as required

Minimum Qualifications:

? A baccalaureate or higher degree in accounting or related field
? Seven years of experience in accounting, auditing and financial statement preparation
? Two years of experience in management
? Expertise in understanding, interpreting and implementing Generally Accepted Accounting Principals (GAAP)

Preferred Qualifications:

? Certifications: CPA
? Understanding of governmental operations of the State of Georgia
? Understanding of state accounting and budgeting procedures and practices
? Knowledge of State and Federal laws and regulations applicable to accounting and reporting
? Understanding of generally accepted accounting, reporting and auditing principles and practices for state governments
? Experience with large computerized accounting systems (State uses PeopleSoft software)
? Strong oral and written communication skills
? Ability to interpret account standards and find practical applications for complex accounting and reporting issues.
