Job Description

Major Position Responsibilities:

1. Analyze business processes and performs needed assessments in an effort to align information technology solutions with business initiatives
2. Interpret business needs and translate them into system requirements
3. Write business specifications and forward them to technical staff for system development
4. Interpret systems specifications to develop, maintain and support automated business processes
5. Provide technical expertise in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements
6. Configure system settings and options, plan and execute acceptance testing, and create specifications for systems to meet business requirements
7. All other duties as assigned


Qualifications

REQUIRED:
(MINIMUM)

1. Experience with Medicaid or Healthcare processing systems, especially in the areas of Provider, Claims/Operations and/or Recipient.
2. Experience with standard concepts, practices, and procedures within the healthcare field (preferably Medicaid)
3. Knowledge of the full development lifecycle, testing large-scale development projects
4. Experience in a data processing development/operation environment
5. Must be able to work independently, as well as part of a team
6. Must have an excellent ability to communicate (both verbal and written) with both technical and non-technical staff and clients
7. Strong deadline and task management skills
8. Sound discretionary judgment skills
9. Background in requirements analysis and detail design of large-scale software development projects
10. Experience working in a structured project management environment
11. Experience with an object-oriented design project
12. Experience with Cobol, CICS, DB2 systems and/or
13. Experience with JAVA, IBM Websphere and/or web portals
14. Strong analysis skills
15. Prior experience interfacing with customers
16. Wide-ranging experience using professional concepts and company objectives to resolve complex issues in creative and effective ways.
17. Experience working on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.
18. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.
19. Ability to network with key contacts outside own area of expertise.
20. Experience determining methods and procedures on new assignments and the coordination of activities of other personnel.
21. A minimum of 5 years business analysis experience, preferably in Medicaid and/or healthcare

PREFERRED:
1. Experience with HIPAA transaction processing
2. ICD9 and 10 Code orientation
