TECHNICAL SPECIALIST (INTERMEDIATE):

Analyst Support: The contractor shall provide qualified personnel who have the experience in supporting specific business, management, operational, technical, policy, and professional issues. Key responsibilities include: Participating, advising, contributing, preparing and/or presenting briefings on business, management, technology, operational initiatives, leading policy formulation, professional or strategic goals, and providing support throughout all internal EPD divisions. The position may require work outside of the standard workday/workweek on short notice and may require the carrying of a paging device and/or mobile phone at all times. The tasks will include but not limited to:

Program Development, Implementation and Planning: May require travel TSA headquarters, Dulles, or Bluemont, Virginia sites as well as TSA field locations for execution of duties, and assistance to field personnel. A 100 mile radius of travel is anticipated with focus on the Washington DC Metropolitan Area.

Preparedness/Operational Plan Development and Maintenance. Requires operational plan developments, updates, inventory control of government furnished equipment, replenishment through government process of GFE, as well as review, assessments and updates/maintenance of all types of Headquarters Plans (ie operational incident management plans and continuity plans).

Exercise Development & Maintenance: Requires writing of documentation, processes and procedures and participation in designated exercise activities. Also may require the contractor to develop the scenarios/injects of an exercise as defined by the Government.

1. TSA must develop and implement a comprehensive training and exercise capability. This broad-based capability will be designed to support staff from the most senior levels to the working-level emergency staff. It will address policy, plans, procedures and concepts contained in TSA plans and supporting documents.

2. The contractor shall assist in maintaining the TSA COOP Test, Training, and Exercise (TT&E) program in accordance with the TSA COOP TT&E Program Strategy. This program includes developing training and orientation materials; scheduling and preparing materials for orientation, awareness and training activities (workshops, exercises, seminars, briefings, etc.); and assisting in the actual conduct of the exercise and training activities, which include controller, evaluator, and after-action program functions. Each activity will be conducted to achieve a specific purpose for a specific audience, with the overall goal of increasing awareness and proficiency within TSA for its COOP program

3. Activities will include participation in both interagency and TSA internal full scale exercises(FSX), command post exercises (CPX), senior official seminars (SOS), tabletop exercises, workshops, general seminars and orientations
